DESCRIPTION

DEPARTMENT OVERVIEW

The Advancement Business Office is responsible for providing centralized operating support, resource administration, space planning and policy development/implementation for all units within Advancement. In addition, the office supports the Chancellor's leadership by providing administrative, organizational, and strategy development to advance the Chancellor's vision and to execute campus priorities as identified in the UC San Diego strategic plan.

POSITION OVERVIEW

The Business and Fiscal Officer will have primary responsibility for the design, implementation, allocation, and monitoring of the budget for Alumni Office, University Development and Advancement Services. Included with this responsibility will be to give advice on the strategic use of available resources and provide counsel to the various unit heads receiving allocation from the development budget. The Business Officer and Fiscal Officer will work to ensure that proper systems are in place to insure the monitoring of salary, benefits, income, and expenditures and all contracts and purchase orders emanating from the department. The Business Officer will work with the appropriate counterparts in the Advancement office in order to maintain consistent records and reporting instruments. Each year, the Business and Fiscal Officer will develop formal projections and budget proposals as part of the budget call. The Business Officer will provide comprehensive financial management on a multitude of funds in a complex budget environment. The budget environment is complex due to funding coming from a variety of sources and including SOFI-2 Core funds, endowment funds, funding agreements, student fees, Foundation funds and self-supporting funds. Responsible for preparing periodic and ad hoc financial reports for both departmental and campus constituents. Reviews and approves financial transactions and provides staff training on the topics of budget and financial management, internal controls and policy.

This position uses skills as a seasoned, experienced professional with a full understanding of industry practices and organizational policies and procedures; resolves a wide range of issues in imaginative as well as practical ways. Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Contacts are both internal and external to the department.

QUALIFICATIONS
  • Bachelor's degree in related area and /or equivalent experience / training -- e.g. Graduation from college with a major in business administration, economics, statistics, educational administration, political science, or an allied field, and four years of experience in administrative analysis or operations research; or an equivalent combination of education and experience.
  • Thorough knowledge of finance policies, practices, and systems.
  • Ability to independently gather required information to organize, and perform financial analysis assignments.
  • Proven ability to effectively present information verbally and in writing in a clear and concise manner. Exceptional oral and written communication skills. Ability to clearly and concisely communicate ideas, thoughts, complex problems and position statements on difficult, and/or personally or politically sensitive issues. Ability to make well-organized, clear, informative, and persuasive written and oral presentations, both in one-on-one situations and in group settings.
  • Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports. Demonstrated extensive experience and skills with business software including Excel, Word, email, database and calendaring software. Knowledge of computer systems and applications, including advanced skills in the use of databases, spreadsheets, word processing, presentation and statistical software.
  • Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Proven ability using organizational skills to multi-task in a high volume environment. Strong interpersonal skills with ability to exercise tact, resourcefulness, good judgment, understanding and persuasion in interactions with a diverse university population.
