Position Summary

Under the direction of the Administrative Captain, the Business & Finance Manager serves as the senior administrative and financial officer for the UCLA Police Department. The incumbent provides leadership and oversight for the department's financial management, budget administration, strategic resource planning, procurement, payroll and personnel administration, compliance, internal controls, and business operations. The position supports multiple operational units, including Police, Public Safety Aide (PSA), Security Services, Community Service Officer (CSO) Programs, and Emergency Medical Services (EMS), with multiple fund sources supporting an annual budget of approximately $30 million and approximately 140 FTE. The Business & Finance Manager is responsible for coordinating departmental financial planning, budget development, forecasting, analysis, reporting, and performance measurement activities. The incumbent advises department leadership on financial strategy, resource allocation, operational effectiveness, risk management, and regulatory compliance, ensuring that financial and administrative practices align with University policies, departmental priorities, and organizational goals. The position partners with department leadership to support the effective deployment of resources across all operational units while maintaining sound fiscal stewardship and administrative accountability.

Salary & Compensation

Qualifications

Working knowledge of UCLA finance policies, practices and systems, budgeting and reporting techniques, accounting and bookkeeping. (Required)

Understands the concepts of financial and resource planning as well as how to control organizational budgeting. (Required)

Ability to orient new employees, distribute work, and monitor the progress of work. (Required)

Knowledge of human resources policies, practices, and planning. (Required)

Ability to effectively communicate both verbally and in writing. (Required)

Strong skills in the use of spreadsheet and database software. (Required)

Strong interpersonal skills and ability to work effectively across the organization at all levels. (Required)

Ability to deal with changing priorities and direct the work of others accordingly. Ability to multi-task. (Required)

Ability to screen applications, interview candidates, and either make selection decisions or recommend individuals for hire. (Required)

Intermediate knowledge and understanding of internal control practices and their impact on protecting University resources. (Required)

Education, Licenses, Certifications & Personal Affiliations

Bachelor's degree in related area and / or equivalent experience / training (Required)
