Job Description:
Cydecor is seeking a Business Development leader to drive measurable growth across three primary lines of effort: SBIR sales, early customer engagement and capture, and organic contract growth. Reporting to the Chief Executive Officer, this leader will own opportunities from identification and qualification through capture and award, with accountability for total contract value and funded revenue. The successful candidate is a hunter who can build senior government relationships, shape opportunities early, convert customer needs into funded work, and partner closely with Operations.

Responsibilities include:

Build SBIR Sales Across Financial, Readiness, and Communications Product Lines
  • Develop and execute market call plans that identify relevant program offices, requirement owners, resource sponsors, and funding organizations.
  • Lead customer demonstrations tailored to mission needs, with defined objectives and next actions.
  • Identify new users and funding organizations and communicate the SBIR Phase III sole-source pathway.
  • Drive additional revenue onto existing SBIR Phase III contracts through MIPRs, modifications, and other funding actions.
  • Track customer engagement, demonstrations, opportunities generated, and dollars added to contract.

Advance Customer Engagement and Capture
  • Maintain account and call plans for priority pursuits, including relationship ownership, engagement objectives, and customer contact.
  • Build relationships with technical sponsors, program managers, resource sponsors, and senior government decision-makers.
  • Identify, qualify, and shape opportunities through RFIs, sources sought, white papers, industry days, draft RFP comments, demonstrations, and other pre-solicitation engagement.
  • Position must-win pursuits through sustained early customer engagement, targeting at least 12 months before anticipated RFP release.
  • Support gate reviews and capture strategies with customer intelligence, competitive analysis, win themes, teaming considerations, and actions that improve probability of win.

Drive Organic Contract Growth with Operations
  • Partner with Operations and Program Managers to identify emerging, unfunded, and adjacent customer requirements within existing contracts and vehicles.
  • Conduct recurring account-plan reviews and develop white papers, unsolicited proposals, capability briefings, and other growth mechanisms.
  • Pursue in-scope expansions, modifications, new task orders, option expansions, surge requirements, and other incremental funded work.
  • Monitor growth opportunities and ceiling utilization across IDIQ, MATOC, and other contract vehicles.
  • Maintain accountability for organic growth opportunities from identification through funding and award.

Additional Responsibilities
  • Maintain account plans and qualified pipeline visibility, including customer engagement, competitive environment, investment needs, and teaming strategy.
  • Conduct market and competitive analysis of customer budgets, mission priorities, acquisition trends, competitors, and partners.
  • Maintain strategic relationships with customers, teammates, and industry partners.
  • Advise the CEO on growth strategies and support strategic planning, capture, proposals, and M&A diligence as required.
  • Partner across Operations, technology development, marketing, Talent Acquisition, and other functions to align resources with growth priorities.

Performance Expectations
  • Success will be measured by tangible growth outcomes, including:
  • Total contract value and funded revenue generated, including SBIR Phase III and organic contract growth.
  • Qualified opportunities created and advanced.
  • Customer engagements and demonstrations converted into actionable next steps.
  • Early positioning and advancement of priority pursuits.
  • Achievement of annual growth targets established with the CEO.

Here's what you need (Required Qualifications):
  • Bachelor's degree in a technical, business, finance, or related field, or an equivalent demonstrated record of relevant experience and success.
  • 7+ years of Government Contracting business development experience with a demonstrated record of growth within the DoD/DoW and national security market.
  • Demonstrated experience identifying, qualifying, shaping, capturing, and winning DoD/DoW opportunities.
  • Established relationships within relevant DoD/DoW organizations and ability to engage senior government decision-makers, requirement owners, program managers, and resource sponsors.
  • Experience developing account plans, customer call plans, capture strategies, and opportunity pipelines, including engagement before solicitation release.
  • Experience with DoD/DoW acquisition, procurement, budgeting, contracting, and pre-solicitation activities.
  • Strong business acumen, strategic thinking, executive communication, presentation, negotiation, and relationship-building skills.
  • Comfort operating against measurable business development and revenue objectives.
  • Active Secret security clearance.

Bonus Points If You Have (Desired Qualifications):
  • Active Top Secret security clearance.
  • Existing relationships aligned with Cydecor's current and targeted DoD/DoW markets.
  • Experience selling or transitioning SBIR technologies, particularly through Phase III pathways, and converting demonstrations into funded actions.
  • Experience pursuing organic growth through modifications, task orders, option expansions, surge requirements, and IDIQ/MATOC vehicles.
  • Experience with MIPRs and other government funding mechanisms.
  • Experience supporting strategic planning, capture, proposals, and mentoring/coaching in pipeline development or customer engagement.
  • Experience with technology-oriented solutions aligned with Cydecor's capabilities, including software development, data analytics, communications, cybersecurity/DevSecOps, and mission support.

Security Clearance:
  • Active Secret security clearance.

Education:
  • Bachelor's degree in a technical, business, finance, or related field, or an equivalent demonstrated record of relevant experience and success.

Work Schedule:
  • Approximately 1-2 days per week at Cydecor headquarters in Crystal City, Virginia.
  • Regular travel to customer sites and meetings with teammates and partners.
  • In-person requirements may increase during major capture efforts, proposal development, or strategic planning.

Compensation and Benefits:
The projected total cash compensation for this position is anticipated to be in the range of $200,000-300,000, provided agreed upon performance targets are achieved. There are numerous factors that can impact a final salary/hourly rate including, but not limited to, relevant work experience, skills and competencies that align to the role, work location, education/certifications, and a contract's Labor Categories.
