Project/Unit Description The Aerospace, Transportation and Advanced Systems Laboratory (ATAS) is seeking a highly qualified, motivated individual to lead strategic business development activities. ATAS develops advanced technologies and systems from concept development to prototypes. Included are system simulations and test and evaluations related to threat radars, missiles, air and ground vehicles, unmanned and autonomous systems, transportation systems, power and energy systems, and food processing technologies.
Job Purpose Business Development (BD) Managers provide direct support for GTRI-wide customer engagement, contract vehicle capture activities, and contract/program management. Customer engagement includes developing, establishing, and maintaining relationships between GTRI, strategic partners and customers, especially the Department of Defense. In support of GTRI leadership, BD Managers identify, develop, and implement near-term and long-term business strategies relating to GTRI science and technology (S&T) and research, development, testing and evaluation (RDT&E) activities. BD Managers actively identify potential sponsors and opportunities, coordinate staffing requirements with laboratory leadership, and provide and manage contract vehicles to support GTRI research staff and technical activities.
Key Responsibilities - Leads or supports BD activities for GTRI and across all Directorates, Laboratories and Field Offices, not just those in direct reporting chain.
- Provides direct support for GTRI-wide customer engagement, contract vehicle captures activities, and contract/program management.
- Provides direction and overall management for BD staff.
- Serves as the initial and primary interface between research sponsors and GTRI research laboratories.
- Develops, establishes, and maintains relationships between GTRI, strategic partners and customers, especially the Department of Defense.
- Provides direct support to GTRI leadership for strategy development, creating a strategic vision, and developing an execution plan for future GTRI research and development and business growth.
- Identifies, develops, and implements near-term and long-term business strategies relating to GTRI science and technology (S&T) and research, development, testing and evaluation (RDT&E) activities.
- Actively identifies potential sponsors and opportunities, coordinates staffing requirements with laboratory leadership, and provides and manages contract vehicles to support GTRI research staff and technical activities.
- Provides coordination and support for customer engagements and VIP visits. - Secures research funding in support of all GTRI Directorates, Laboratories and Field Offices.
- Maintains 10-year vision/roadmap for the establishment and continuity of contract vehicles with the characteristics of agility, flexibility and useability across GTRI.
- Assists all GTRI Directorates, Laboratories and Field Offices and the Government with establishing and executing contract vehicles, competitive and non-competitive.
- Actively markets/facilitates establishment of new contract vehicles with Government sponsors.
- Provides capture team leadership, proposal writing and/or support for GTRI IDIQs and task orders that cut across Directorate and Laboratory boundaries (e.g., UARC IDIQs, IAC MACs, etc.).
- Provides contract management support and de-confliction for "non-traditional" contracts/agreements (e.g., Other Transaction Authority (OTA) contracts, Proprietary Information Agreements (PIA), Master Research Agreements (MRA's), etc.).
- Provides business operations support as needed to promote synchronization of business activities (e.g., teaming agreements, conflict of interest determination, etc.).
- Provides contract/program management support for nascent and strategic GTRI-wide IDIQs and task orders contracts as required.
- Provides security coordination to enable researcher access and support (e.g., DD254s, CAC/PKI cards, SCI clearances, network connectivity, etc.) as required and as applicable to the contracts they manage.
Required Minimum Qualifications - This position requires an advanced degree or equivalent experience and a minimum of 14 years of program management or government business development experience.
- Must possess extensive DoD and/or Federal Government experience; industry experience is desired but not required.
- Strong "soft/people" skills are critical to success and are more important than technical expertise.
Preferred Qualifications - Active Top Secret Clearance.
- Direct experience with Threat Systems development, range deployment and usage, related Intelligence community organizations, test and training and autonomous systems (UxS) development and testing.

- 14 years of related experience with a Bachelor's degree inElectrical, Computer, Software, Mechanical, Systems and Aerospace engineering.
- 12 years of related experience with a Masters' degree inElectrical, Computer, Software, Mechanical, Systems and Aerospace engineering.
- 9 years of related experience with a Ph.D. in Electrical, Computer, Software, Mechanical, Systems and Aerospace engineering.
