This is a hybrid role; only local candidates will be considered.

The Business Data Analyst will support the Texas Health and Human Services Commission (HHSC). This role reviews, analyzes, and evaluates business systems and user needs, formulating systems that align with overall business strategy. The position focuses on business process reengineering, requirements elicitation, and data analysis to identify new applications of technology that improve business effectiveness. The Business Analyst serves as a liaison between the business community and Customer IT teams, including Architecture, Project Delivery, and Application Sustain. The role also supports data governance, gap analysis, user acceptance testing, and enterprise reporting and analytics initiatives throughout the software development lifecycle.

Responsibilities:

  • Review, analyze, and evaluate business systems and user needs.
  • Formulate systems that align with overall business strategies.
  • Identify new applications of technology to improve business effectiveness through business process reengineering.
  • Apply industry-standard business process mapping and reengineering methodologies.
  • Prepare solution options, risk identification, and financial analyses, including cost/benefit, return on investment, and buy/build assessments.
  • Write detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
  • Serve as a liaison between the business community and Customer IT teams, including Architecture, Project Delivery, and Application Sustain.
  • Perform requirements elicitation, business process analysis, data profiling, source-to-target mapping, data validation, and complex SQL analysis in large enterprise or government environments.
  • Document business requirement documents (BRDs), functional requirements, business rules, KPIs, data dictionaries, and data lineage.
  • Support data governance, gap analysis, user acceptance testing, and enterprise reporting and analytics initiatives.

Requirements

Minimum Qualifications:

  • 10 years of experience with strong written and verbal communication skills.
  • Bachelor's degree in Business Administration, Information Systems, or a related field, or equivalent work experience.
  • 8 years of experience as a Business Analyst/Business Data Analyst gathering, analyzing, and documenting business requirements in an enterprise IT environment, including state government or large enterprise settings following formal SDLC processes.
  • 8 years of experience analyzing and documenting business processes, including current-state (as-is) and future-state (to-be) process flows and data flow diagrams.
  • 8 years of experience performing data analysis and documentation, including profiling, validation, and documentation of data elements, definitions, and business rules.
  • 8 years of hands-on experience writing and interpreting SQL, including complex queries, joins, and aggregations, to perform data analysis, validation, and ad hoc investigation against relational databases.
  • 8 years of experience engaging with business stakeholders to elicit, clarify, and validate requirements through workshops, interviews, and facilitated sessions.
  • 8 years of experience translating business requirements into functional/data requirements documents and business requirement documents (BRDs) for technical teams.
  • 8 years of experience defining and documenting business measures, metrics, and KPIs, and working with reporting/analytics teams to define report specifications and data sourcing requirements.
  • 8 years of experience performing gap analysis between current business processes/data and desired future-state outcomes.
  • 8 years of experience supporting User Acceptance Testing (UAT), including development of test scenarios and test cases based on documented requirements.

Preferred Qualifications:

  • Project management experience, with Project Management Professional (PMP) certification considered a strong plus.

Additional Requirements:

  • Candidates must be local to the Austin, Texas area.

Work Location and Schedule:

Location: 701 W 51st St, Austin, TX 78751

Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

Work Arrangement: Hybrid.
