The Opportunity:

We are seeking an experienced Business/Systems Analyst to support a high-visibility Federal financial management program. The ideal candidate will have at least five years of business/systems analysis experience and experience with Momentum Financials or a similar COTS financial ERP system, such as SAP or Oracle.

This role will support requirements analysis, data analysis and validation, functional testing, quality assurance, and client issue resolution. U.S. citizenship is required.

Responsibilities:

  • Lead requirements elicitation for interfaces, data conversion, and data cleanse activities, including design reviews and acceptance criteria.
  • Document functional requirements, business processes, user stories, design specifications, and conversion/cleanse plans.
  • Analyze and reconcile legacy and target system data and identify data quality or conversion issues.
  • Collaborate with developers, DBAs, technical specialists, and business stakeholders to ensure solutions meet requirements and Federal regulations.
  • Lead functional and validation testing, including development of test scenarios, test documentation, defect analysis, and troubleshooting.
  • Monitor application and data issues and work with technical teams through resolution.
  • Support end-user training and develop supporting materials.
  • Apply quality assurance and software development best practices and identify opportunities for process improvement.
  • Develop expertise in Momentum Financials, Federal financial management processes, and ERP implementation practices.
  • Mentor junior analysts as needed.

Qualifications:

Required:

  • U.S. citizenship and ability to pass a Tier 2 MBI background investigation.
  • Bachelor’s degree and at least 5 years of relevant experience; additional experience may substitute for education.
  • Experience with Momentum Financials, including front-end functionality and database/data analysis.
  • Experience supporting Federal financial management systems and processes.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and the U.S. Standard General Ledger (USSGL).
  • Familiarity with Federal financial and Treasury reporting, including SF-133 and related financial reporting requirements.
  • Ability to analyze data across multiple systems, research abnormal balances, perform reconciliations, and identify data cleanse requirements.
  • Strong analytical, problem-solving, communication, and documentation skills.
  • Ability to manage multiple priorities and deadlines in a fast-paced environment.
  • Ability to work independently and mentor junior resources.

Desired:

  • Ability to write and execute SQL queries.
