Full Job Description
The Business Analyst (BA) Team Lead (TL) is part of a fully remote team supporting reconciliation processing and analytics for the Health Insurance Exchanges. The role is a critical function by ensuring consistent, high-quality requirement refinement, documentation, validation, and user support across the ER&R program's applications. The BA TL is responsible for guiding and developing BAs through coaching, mentoring, and technical and professional development.

This role bridges the gap between business needs, technical teams, and reporting stakeholders, creating clarity from ambiguity and driving process excellence across the team. The BA TL must be comfortable operating in a fast-paced, evolving environment where processes may not exist yet-and is expected to create structure, systems, and best practices that enable team scalability and reliability.

The BA TL will be knowledgeable in the areas of EDA CORE, HICS, SEED, and MCR data processes, Power BI reports, and recurring reconciliation operations. This role is highly collaborative, hands-on, and responsive. The BA TL must be able to provide status updates, confidently present information to executive leadership and external partners, and collaborate extensively with application team leadership, ER&R workstream leadership, development teams, and external CMS stakeholders.

The BA TL provides expert oversight of dataset analysis, report validation cycles, access governance, and platform documentation. The BA TL supports BAs in real time, establishing structure where none exists, and leading continuous improvement initiatives that strengthen the ER&R applications ecosystem.

Key Responsibilities:
  • Team Leadership, Management, and Development
    • Manages BA onboarding process and training
    • Provides day-to-day guidance, coaching, mentoring, feedback, recognition, and performance management
    • Assigns work based upon skillset, priority, specialization, and workload
    • Support career development through targeted training, role progression, skill-building, and professional development opportunities
    • Conducts reviews of BA work to ensure accuracy and completeness
  • Data Validation and Technical Problem Solving
    • Performs root cause analysis and articulates findings clearly to leadership, internal teams, and external stakeholders
    • Applies triage, research, collaboration, and technical knowledge to resolve issues
  • SME
    • Acts as a data SME and understands Marketplace reconciliation processes
    • Understands EDA CORE, HICS, SEED, and MCR processes
    • Explains complex technical issues in terms that a non-technical person can easily understand
  • Process Documentation
    • Ensures BA processes are documented and audited
    • Reviews training materials, data dictionaries, Power BI glossaries, policy documents, communications, presentations, and documentation for accuracy and supports end user training
  • Pipeline and Roadmap Support
    • Participates in planning activities with EDA CORE, SEED, and MCR team leadership
    • Coordinates with EDA CORE, SEED, and MCR team leadership to identify risks, issues, and dependencies early and escalate appropriately
    • Develops presentation materials for internal and external stakeholders for status updates, reporting touchpoints, etc.
  • Stakeholder Communication and Partnership
    • Communicates and collaborates with internal and external teams regarding process changes, questions, requests, etc.
    • Work with development teams to ensure identified issues are resolved timely and correctly
  • Continuous Improvement and Process Creation
    • Demonstrate a strong process improvement mindset with ability to design templates, workflows, and standardized documentation
  • Handles ambiguity and change effectively
  • Builds and refines processes, documentation, and workflows where none may exist
  • Standardizes templates, testing and validation processes, etc.
  • Identifies and drives continuous improvement efforts


Required minimum qualifications:
  • Bachelor's Degree or equivalent OR 4 years' relevant experience in lieu of degree.
  • 2 additional years of relevant experience.
  • 1 year of experience with EDI X12 transactions
  • 1 year of experience with federal data or projects (including but not limited to agencies such as CMS, IRS, DOD, VA, SSA or another federal agency)
  • Must be a US Citizen

Preferred qualifications:
  • Knowledge of the Affordable Care Act, Marketplace operations, and ER&R systems and datasets
  • Experience with Power BI Reports and writing SQL for data validation and root cause analysis
  • Strong analytical capabilities to interpret complex datasets, identify anomalies, and communicate findings clearly
  • Demonstrated commitment to data quality, validation accuracy, and repeatable quality processes
  • Strong process improvement mindset with experience creating or refining templates, workflows, and documentation
  • Strong relationship building skills to effectively partner with internal and external teams
  • Flexible, Agile mindset and self-driver learner with the ability to adapt to evolving priorities, shifting responsibilities, and taking on other duties as assigned to support business and team needs

Compensation ranges for ASM Research positions vary depending on multiple factors; including but not limited to, location, skill set, level of education, certifications, client requirements, contract-specific affordability, government clearance and investigation level, and years of experience. The compensation displayed for this role is a general guideline based on these factors and is unique to each role.
