The job opportunity
Join a collaborative, mission-driven team supporting the systems that keep Washington running. This Business Analyst role provides specialized analysis, guidance, and support for enterprise applications that underpin critical statewide functions, including finance, budget, human resources, payroll, and other essential administrative services. Serving as a key connector between business users, technical teams, and interested parties across state agencies and higher education institutions, the Business Analyst translates complex business and technical needs into clear, actionable solutions that drive meaningful outcomes.

In this role, you will play an integral part in legacy system remediation, process redesign, and Workday implementation efforts, helping ensure enterprise-wide consistency and alignment with program goals. Reporting to a Cohort Lead, you will work collaboratively within an assigned cohort to coordinate work, maintain shared priorities, and deliver high-quality, sustainable solutions. Guided by OneWA's Ways of Working-including respectful communication, shared accountability, agility, and collaborative problem-solving, you will contribute to efficient, inclusive, and high-impact system and process improvements that benefit people and organizations across the state.

*This position is eligible to frequently telework the majority of the time and is typically not required to report on-site. If on-site is required, your supervisor will make every effort to notify you at least 1 week in advance, except in emergency or urgent situations. The default assigned work location of all One Washington positions - both on-site and telework-eligible positions within the State of Washington.
(OneWA), led by the Office of Financial Management, is an enterprise-wide transformation project focused on replacing 1960s-era technology with a cloud-based Workday solution for finance, procurement, budget, HR, and payroll processes. OneWA is a long-term, yet extremely fast-paced project anticipated to fully implement all phases by 2030. The project's core business hours are Monday through Friday, and all project positions are full-time. We offer some flexibility in schedules oriented around core business hours with prior supervisory approval. However, it is very common to work beyond the typical 40-hour workweek to meet the rigorous operational needs and business deliverables required for the go-live timelines.

What you'll work on:
  • Lead the design and analysis on remediation of legacy systems remediations to support successful Workday implementation.
  • Oversee full system lifecycle processes for assigned systems, including design reviews, testing, implementation activities, monitoring, and post-implementation support, ensuring system errors are detected and mitigated efficiently.
  • Serve as a liaison between the program and agencies to translate current state functionality (e.g., AFRS) and future state Workday workflows, assessing impacts on agency legacy systems.
  • Provide consultative advice on system enhancements, maintenance, and issue resolution, evaluating risks, impacts, and opportunities for improvement.
  • Analyze and evaluate processes, system changes, and issues, applying technical expertise to resolve operational problems with potential high risk or agency impact.
  • Conduct root cause analysis for complex system malfunctions or failures, including evaluating business rules, workflows, and internal/external interfaces.
  • Apply technical knowledge to support agency system remediation, including writing technical documents (e.g., requirements, design, change requests, process flows, etc.), collaborating with business users, technical staff, and other stakeholders across state agencies and higher education institutions.
  • Partner with internal and external parties, including OFM divisions, statewide agencies, and higher education institutions, to gather and document requirements, assess impacts, and provide ongoing technical consultation.
  • Assist business leaders, IT managers, and end users with understanding interactions between systems, business rules, and requirements.
  • Translate technical issues into clear, non-technical language for business users and partners, and articulate business needs to technical teams, including providing guidance on QA and user acceptance testing strategies.
  • Participate in project teams, contributing to deliverables, monitoring task progress, and supporting enterprise application planning and coordination.
  • Report on system issues, enhancement requests, steps to replicate issues, screenshots, known workarounds, and other key information; ensure all steps are documented prior to escalation.
  • Maintain comprehensive documentation for remediations, system changes, and best practices, and conduct demonstrations or walkthroughs of remediation options to impacted agencies.
  • Collaborates effectively within a cohort-based team, sharing responsibilities, supporting peers, and promoting transparency, accountability, and alignment with One Washington's Ways of Working principles.
  • Guide the full systems lifecycle, including design reviews, testing, implementation, monitoring, and post go-live support.


What we need you to bring
Required Qualifications:
  • Proven experience leading analysis, remediation, or enhancement of enterprise systems in preparation for large-scale ERP implementations (e.g., Workday, SAP, Oracle).
  • Skilled at acting as a liaison between business users and technical teams, translating technical issues into clear, non-technical language.
  • Experience gathering, documenting, and validating business and system requirements in collaboration with stakeholders across multiple agencies or departments.
  • Experience using tracking and project management tools (e.g., Smartsheet, ADO, etc.) to document requirements, manage change requests, and support testing activities.
  • Demonstrated ability to assess system enhancements, identify risks, and recommend process or system improvements to optimize business outcomes.
  • Exposure to the full systems lifecycle, including design, testing, implementation, monitoring, and post-go-live support.
  • Experience providing consultative guidance on legacy system remediation, including evaluating impacts, designing solutions, and advising stakeholders on options.

Desired Qualifications:
  • Bachelor's degree in Business Administration, Information Systems, or a related field.
  • Business and/or systems analysis background and a good understanding of Enterprise Resource Planning (ERP).
  • Three (3) years of experience troubleshooting financial applications with a solid understanding of contemporary requirements specification, verification, and management practices, and the ability to apply them throughout the software development lifecycle.
  • Experience performing business analysis functions, including:
    • Elicitation, tracking, and documentation of business and functional requirements.
    • Development of business process models, mockups, user stories, epics and acceptance criteria, use cases, test cases, training materials, and providing training to customers.
    • Acting as a liaison between business and technical staff.
    • Performing critical analysis of complex systems and business processes, functions, inputs and outputs, data analysis, technical environments, and visually documenting those processes.
  • Experience reviewing and writing technical documents for enterprise-level ERP systems (e.g., Workday) or other large-scale technical programs.
  • Knowledge of project management tools and collaboration platforms (e.g., MS Teams, SharePoint, Smartsheet, Office, etc.).
  • Professional certifications, such as Agile.
