Full Job Description
Summary

NYPA is seeking a Business Analyst to advance our digital platforms and capabilities. As part of the Business Analysis CoE (BACOE) team, the Business Analyst works closely with business and technical stakeholders to identify needs, translate them into actionable requirements, validate requirements traceability, testing and ensure that solutions support NYPA's VISION2030 strategy and goals.

Key responsibilities include gathering and documenting requirements, evaluating data, and recommending solutions that improve operational efficiency, enhance products and services, and support strategic decision-making. Utilize Generative AI capabilities, where appropriate, to strengthen and accelerate business analysis activities.

For agile initiatives, the Business Analyst is expected to facilitate user story creation, backlog prioritization, sprint planning, and acceptance criteria definition.

For data-focused initiatives, the Business Analyst will:
  • Analyze large datasets, assess data quality, identify gaps, and recommend improvements to ensure high-quality training datasets.
  • Translate business needs into data requirements that support AI/ML use cases.
  • Document data sources, transformations, lineage, and assumptions that support ML workflows.
  • Collaborate with business and technical teams to support pipeline automation, model deployment, and data versioning.

Responsibilities

  • Work independently on moderate and high complexity projects to create business, functional, non-functional, and technical requirements and specifications, as well as test strategies, scenarios and scripts.
  • Develop project artifacts, including but not limited to: support RACI and handover documents, weekly status reports, meeting agendas, materials, and minutes.
  • Work collaboratively across multiple teams. Triage and troubleshoot incoming issues.
  • Proactively review, analyze end user quality metrics such as front end and API error rates. Assess test cases and provide feedback to ensure 100% test coverage.
  • Set up/maintain BA tools. Work closely with other groups in IT and vendors to ensure BA tools are available and working properly.
  • Continuously improve and streamline BA procedures, and ensure they meet NYPA and industry standards. Collaborate with BACOE lead to develop Business Analysis frameworks, standards, governance, and procedures. Support and develop other BA's through mentorship and coaching.


Knowledge, Skills and Abilities

  • Advanced experience developing business, functional, non-functional, and technical requirements and specifications.
  • Experience employing requirements specification and development techniques such as JAD/RAD sessions, use case development, etc. Experience gathering data requirements.
  • Demonstrated experience with Agile, Waterfall and hybrid Project Methodologies
  • Excellent written and verbal communication skills, and interpersonal skills. Ability to communicate effectively across many different levels of technical and business teams.
  • Excellent analytical, critical thinking and problem-solving abilities. A deep understanding of technical concepts, principles and terminology.
  • Ability to work in a team environment with both employees and consultants is a must. Ability to engage diplomatically with stakeholders. Superior presentation and negotiation skills. Proven management and organizational skills.
  • Strong adaptability and capacity to work in fast-paced environments.


Education, Experience and Certifications

  • Bachelor's degree required, in computer science or information systems degree preferred.
  • Minimum 6 years of applicable experience, preferably on IT projects including cloud computing and data integration

Preferred
  • Experience with Azure DevOps or other related tools
  • ERP (Enterprise Resource Planning) products
  • Utilities experience is highly preferred.
  • Certification in Business Analysis
  • Certification in Agile, DevOps


Physical Requirements

Approximately 20% travel, primarily within NY State

The salary offered will be determined based on the successful candidates' relevant experience, knowledge, skills, and abilities.
