Job Description
The Business Analyst III will support the Texas Education Agency on major enhancement and rewrite initiatives. This position performs advanced, senior-level business analysis work and serves as the conduit between the program/customer community and the software development team through which requirements flow. The Business Analyst III will be involved throughout the entire software development life cycle, from requirements elicitation through management of the requirements baseline and verification of requirement fulfillment, including post-implementation enhancements. The role supports multiple projects tied to the agency's mission of improving outcomes for Texas students.

Responsibilities
  • Analyze user needs, business processes, pain points, and computer system capabilities to automate or improve existing systems.
  • Elicit requirements using joint application development (JAD) sessions, interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis.
  • Transform information gathered during elicitation sessions into business and functional requirements, use cases, and user stories.
  • Develop software requirements specifications documents, wireframes, and mockups using standard templates and clear, unambiguous language.
  • Manage the requirements specification following establishment of the requirements baseline.
  • Verify fulfillment of all requirements, including requirements related to post-implementation enhancements.
  • Act as a mentor to peers and colleagues by sharing business analysis best practices.
  • Pursue training opportunities to maintain and expand business analysis expertise.
  • Use Jira and Modern Requirements to manage the change control process, participate in the software development life cycle, and track and communicate requirements status.
  • Support multiple concurrent projects contributing to agency initiatives and system improvements.

Requirements

Minimum Qualifications
  • 8 years of experience eliciting requirements from customer interviews and creating well-written system requirements.
  • 8 years of experience with software development life cycles (SDLCs).
  • 8 years of business process re-engineering and software process flow improvement experience.
  • 8 years of experience developing user stories and use cases that conform to business analysis best practices.
  • 8 years of experience designing mockups and/or wireframes that conform to UX best practices.
  • 5 years demonstrating strong communication and facilitation skills.
  • 5 years demonstrating strong writing and organization skills.
  • 4 years of documented experience working for or closely with the Texas Education Agency, a federal, state, or local education agency, or an education vendor.
  • 2 years of documented work experience with the issue tracking software Atlassian Jira.
  • 2 years of documented work experience with the requirements management software Modern Requirements.

Preferred Qualifications
  • 2 years of experience with Data Lake technology.

Work Location and Schedule

Location: William B. Travis State Building, 1701 North Congress Avenue, Austin, Texas 78701.

Schedule: Monday through Friday, 8:00 AM to 5:00 PM Central Time, excluding state holidays, with an 8 hour work day that must include the core hours of 9:00 AM to 3:30 PM Central Time. Work outside normal business hours, including weekends, evenings, and holidays, may be required as requested and must be pre-approved.

Work Arrangement: Hybrid, on-site and telework.
