Full Job Description
The IT Business Analyst / QA Analyst is primarily responsible for the quality assurance function supporting public health information systems for federal clients, with additional business analysis duties. This role writes and executes test cases based on requirements provided by business analysts and developers, coordinates testing conducted by development teams, and performs hands-on testing as needed. The role also contributes to business analysis activities - including requirements support, documentation, and Agile ceremony participation - as needed to support the project.

This position will play a key role in an ongoing testing process audit, helping mature test documentation practices and introduce test automation over time.

Key Responsibilities
  • Write test cases, test scripts, and test plans based on requirements and acceptance criteria provided by BAs and developers.
  • Execute functional, integration, regression, and user acceptance testing (UAT).
  • Coordinate and oversee testing performed by developers, ensuring coverage, consistency, and adherence to QA standards.
  • Identify, document, and track software defects through resolution; verify fixes through retesting.
  • Maintain test case repositories and testing documentation to support audit and compliance needs.
  • Support a testing process audit by identifying gaps and recommending improvements to QA workflows, documentation standards, and coverage.
  • Evaluate and help pilot test automation tools and frameworks, contributing to the team's growing automation capability as it develops.
  • Report on test coverage, defect trends, and quality metrics to project leadership.
  • Support the gathering and documentation of business and functional requirements, in coordination with BAs and stakeholders.
  • Contribute to user stories, acceptance criteria, and process flow documentation, with a focus on testability.
  • Collaborate with stakeholders, developers, and project teams throughout the Software Development Life Cycle (SDLC).
  • Participate in Agile ceremonies (sprint planning, backlog refinement, sprint review), representing both QA and BA perspectives.
  • Maintain requirements traceability linking requirements to test coverage.
  • Assist with process improvement and production support activities as needed.

Requirements
  • Bachelor's degree in Information Technology, Computer Science, Business, Public Health, or a related field (or equivalent experience).
  • 3-5+ years of experience as a QA Analyst, QA Tester, BA/QA Analyst, or similar role, with demonstrated emphasis on testing.
  • Demonstrated experience writing test cases/scripts from requirements and executing functional, regression, and UAT testing.
  • Experience coordinating or overseeing testing conducted by others (e.g., developers doing self-testing).
  • Experience with requirements gathering and documentation, sufficient to support BA-adjacent duties.
  • Experience with defect tracking and test management tools (Jira, Azure DevOps, TestRail, Zephyr, or similar).
  • Working knowledge of SQL for data validation testing.
  • Strong analytical, problem-solving, and communication skills.
  • Experience supporting Agile software development projects.

Preferred Qualifications
  • Familiarity with test automation concepts or tools (e.g., Selenium, Playwright, Cypress, TestComplete) - willingness to learn and grow into automation work is valued.
  • Experience participating in or supporting a QA/testing process audit or maturity assessment.
  • Federal government and/or public health experience.
  • Experience with CI/CD pipelines and integrating automated tests into build pipelines.
  • Experience with API testing tools (Postman, SoapUI, or similar).
  • Experience with Confluence and Microsoft Office for documentation and collaboration.
