DescriptionAVER is seeking a Business Analyst (BA) with in-depth knowledge and experience assisting with agile methodology requirements gathering for application development. The Product Management Branch needs a dedicated Business Analyst to translate complex mission needs into clear, testable requirements and to ensure alignment across stakeholders. Current projects rely on ad hoc requirements gathering by technical staff and product owners, which causes rework, schedule slippage, and inconsistent documentation.
Responsibilities Include:
- Lead structured requirements elicitation sessions with program offices, end users, and technical teams
- Produce standardized artifacts (business process flows, user stories, acceptance criteria, traceability matrices) that reduce ambiguity and defects
- Support cost, schedule, and scope control by managing the backlog and change requests in coordination with the Product Manager
- Improve auditability and compliance by maintaining a consistent documentation trail across projects
- Formulates or defines system scope and objectives
- Works with project managers, developers, and end users to ensure application designs meet business requirements
- Facilitate refinement sessions with developers and architects to ensure requirements are technically feasible and aligned with .NET solution patterns
- Translate legacy workflows and manual processes into modernized, system-ready requirements that support digital transformation
- Partner with QA to validate acceptance criteria, support test case development, and ensure requirements trace cleanly through testing and deployment
- Conduct gap analyses and impact assessments to identify dependencies, risks, and required changes across integrated systems
- Support sprint planning by clarifying user stories, defining readiness criteria, and ensuring backlog items meet Definition of Ready
- Collaborate with UI/UX designers to ensure user interface requirements are intuitive, accessible, and aligned with customer expectations
- Document and communicate requirement changes promptly to prevent rework and maintain alignment across product, development, and stakeholder groups
- Assist in developing release notes, user guides, and training materials to support adoption of new .NET application features
- Monitor requirement progress throughout the SDLC to ensure traceability from initial need through deployment and post-release validation
- Serve as a liaison between mission stakeholders and technical teams to resolve ambiguities, clarify priorities, and maintain shared understanding of objectives
Education Requirements:
- Bachelor's degree in Computer Science, Information Systems, Business Administration, Management, or an equivalent/related field
Experience Requirements:
- Business Analyst with 5-7+ years of business analysis/technical analysis experience
- Experience leading requirements elicitation sessions with business owners, end users, and technical teams in an agile environment
- Demonstrated ability to translate complex mission needs into clear functional and technical requirements for custom application development
- Hands-on experience supporting SDLC activities for .NET applications, including backlog refinement, sprint planning, and release coordination
- Experience producing standardized BA artifacts such as user stories, acceptance criteria, business process flows, and traceability matrices
- Background working with QA teams to validate requirements, support test case development, and ensure full traceability through testing
- Experience supporting federal programs or regulated environments where documentation, auditability, and compliance are critical
- Proven ability to manage requirement changes, assess impacts, and maintain alignment across cross-functional teams
- Experience collaborating with developers, architects, and UI/UX designers to ensure requirements are feasible, complete, and user-centered
Desired Requirements:
- Experience supporting custom application development in .NET environments or working closely with C#, ASP.NET, or API-driven solutions
- Familiarity with GitHub Enterprise, Azure DevOps, Jira, or similar tools for backlog management, sprint planning, and requirements traceability
- Ability to interpret data models, database structures, or simple SQL queries to validate requirements and understand system behavior
- Experience collaborating with UI/UX designers or using wireframing tools to refine user interface requirements
- Background supporting federal programs or regulated environments where documentation quality, auditability, and compliance are essential

- Two days per week on site
