Total Compensation Estimator ToolThis open competitive advertisement is for an anticipated vacancy of the Bureau Chief of Research & Data Analysis, which is Selected Exempt Service (SES), within the Office of Strategic Initiatives.
The Bureau Chief of Research & Data Analysis serves as an exempt supervisory authority responsible for leading teams to facilitate departmental research, population projections, and data governance, while ensuring regulatory compliance. Responsibility also includes representing the agency on the methods behind research and data analysis both internally and externally.
The incumbent will be expected to conduct business at Central Office located in Tallahassee, Florida. This position does not offer telework.
Scope of Responsibility: - Senior Leadership and Staff Management: Provide senior level leadership by leading, motivating, and training managers and staff with a responsibility to serve as the hiring authority for the Bureau of Research & Data Analysis.
- Research Operations and Compliance Oversight:
- Oversee departmental research operations from design through data acquisition, offender population projections, academic research support, and grant-funded projects.
- Ensure adherence to ACA accreditation standards and regulatory compliance, serving as the official Central Office Records Custodian for research data and managing the production and distribution of statutorily mandated reports, nationwide surveys, and presentations for executive leadership.
- Legislative Representation and Offense Code Coordination:
- Represent the department at the Criminal Justice Estimating Conference and before the Governor's office and Legislature, providing expert analysis on population trends, sentencing impacts, fiscal notes, and offense code updates.
- Strategic Data Planning, Governance, and Legislative Support:
- Lead strategic data planning and governance initiatives as a Decision Team member, collaborating with the Office of Information Technology to modernize data warehouses and the OBIS system, enforcing data quality, security, and inter-agency information exchange protocols.
- Assist the Director of Strategic Initiatives and the Department's Executive Team in planning, organizing, directing, and governing data capabilities and initiatives.
- Support the monitoring and analysis of state and federal legislation and policies impacting data processes, recommending appropriate strategies and approaches
- Interagency Coordination, Data Exchange, and Research Collaboration:
- Coordinate internally within the department and with other state and federal agencies regarding data and operational technology requirements, practices, and research.
- Facilitate inter-agency information exchange and provide data and statistics to the U.S. Department of Justice, Florida Department of Law Enforcement, and other relevant federal and state agencies.
- Supervise academic research assistance and grant-funded projects related to corrections, providing consultation and coordination with institutional and regional field staff.

- Five years of senior level oversight or supervision of data collection practices, principles, procedures, and facilitation or oversight of fulfillment of associated data requests and a bachelor's degree from an accredited college or university.
- An additional four years of experience as outlined above may substitute for a bachelor's degree from an accredited college or university.
