Qualifications

Full Job Description
BUILDING COMMISSIONER Department Building & Planning Non-Union Grade 19 Starting Salary: $140,000.00 (commensurate with experience) Signing Bonus $5000.00 Provides professional, technical, administrative, and managerial leadership for the Building Department. Serves as the Town's Building Commissioner and Zoning Enforcement Officer and is responsible for administering and enforcing the Massachusetts State Building Code, the Town's Zoning Bylaw, and other applicable laws and regulations governing construction, occupancy, and land use. The Building Commissioner reviews and approves permits, conducts inspections, issues certificates, performs code and zoning enforcement, directs departmental operations, supervises staff, administers the departmental budget, and collaborates extensively with other Town departments, boards, commissions, contractors, and the public to ensure efficient, consistent, and customer-focused regulatory services. The position leads the continued development, implementation, and optimization of the Town's OpenGov permitting platform to modernize permitting, inspections, records management, reporting, and customer service. Bachelor's degree in Building Construction, Construction Management, Architecture, Engineering, Public Administration, Business Administration, or a closely related field strongly preferred; and five (5) years of progressively responsible experience in building construction, building inspection, code enforcement, construction management, or a related field, including supervisory or management experience; or an equivalent combination of education and experience that satisfies the minimum qualifications established by Massachusetts General Law and the Massachusetts Board of Building Regulations and Standards (BBRS). Experience in municipal government, permitting and licensing, zoning administration, budget administration, personnel supervision, and departmental leadership is highly desirable. Experience leading organizational change, implementing electronic permitting systems, workflow automation, digital records management, OpenGov software, or similar municipal technology initiatives is highly desirable. Licenses and Certifications : Must possess or be eligible to possess certification as a Massachusetts Building Commissioner/Inspector of Buildings in accordance with the requirements of the Massachusetts Board of Building Regulations and Standards (BBRS). Must possess a valid Massachusetts Construction Supervisor License (Unrestricted). Must possess a valid Massachusetts Driver's License.
