The Position
What you will typically be responsible for:
  • Partnering with department leadership to build, monitor, and adjust annual budgets.
  • Regularly reviewing budget-to-actual reports to identify spending trends, potential shortfalls, and opportunities for cost savings.
  • Adjusting budgets based on changing assumptions, personnel updates, or legislative impacts.
  • Compiling, preparing, and analyzing quarterly and annual financial statements detailing revenue sources and operational expenses.
  • Evaluating and approving requests to fill vacant positions, changing roles, or creating new positions while assessing the financial impacts.
  • Maintaining awareness of significant policy discussions, service delivery issues, best practices, and legislative trends affecting assigned departments.
  • Analyzing, reviewing, and evaluating fiscal and operational performance measurements for assigned departments.
  • Using and managing the City's budgetary systems to track finances, preparing the budget book, and creating clear presentations and analytical reports.

Minimum Requirements for Application

This recruitment will produce two eligible lists. The restricted list will be for full-time, permanent part-time, or part-time City and Port of Oakland employees who maintain employment for the duration of the recruitment and pass all stages of the recruitment process. The open list will be for all other applicants who pass all stages of the recruitment process.
Any combination of education and experience that is equivalent to the following minimum qualifications may be acceptable

Education:
A Bachelor's degree from an accredited college or university with major coursework in accounting, finance, business administration or related field. A Master's degree is highly desirable.

Experience:
Four (4) years of progressively responsible professional experience in a government agency performing budgetary or financial management and analysis in support of the agency's fiscal operations.

License or Certificate / Other Requirements
An incumbent in this position is expected to operate automotive vehicles in the performance of assigned duties. Due to the nature of the assignment and the hours worked, public transportation may not be an efficient method for traveling to required locations. An individual appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.

Desired Qualifications:
  • Prior experience in a Budget or Financial Planning unit
  • Experience with the City's ERP System - Oracle
  • Experience with the City's Financial Processes

The Recruitment Process:
