Budget Management Analyst IV, grade G27 position.
About the PositionThis is an advanced professional budgetary development and administration position that leads and conducts detailed analyses and provides recommendations concerning County Government or other County Agency operating and capital budgets; performing moderately to highly complex special issue and project management assignments; and/or performing program evaluation and management analysis assignments. Employees in this class are primarily tasked with communicating and collaborating with other employees and supervisors in the Office of Management and Budget (OMB) and Budget Management Liaisons within assigned Departments/Agencies. The purpose of this collaboration is to advise, persuade, negotiate, and otherwise present analyses and recommendations about issues which have significant impact on the operating and capital budget formulation, administration and stakeholder decision making. These analyses and recommendations have either political, legal, fiscal, social, environmental, tax rate and/or service delivery implications. The incumbent treats all work and personnel related matters as strictly confidential. Confidential information may not be discussed with other County employees (including individuals in the OMB) except for work related reasons, under terms and conditions of the Maryland Public Information Act. The incumbent exercises the best practical and professional judgment to accomplish targeted key results aligned with established goals, objectives and priorities. The incumbent in this position must be available to work on evenings or weekends to ensure that the County's budget is prepared and ready for submission, as required by the Director and/or her designee.
About the AgencyThe Office of Management and Budget supervises the County budget and provides expert guidance to agencies and administration on County fiscal policies, management analysis, and legislative and regulatory affairs.
Examples of Work - Provide thorough reviews of annual year funding requests of assigned agencies.
- Knowledge of governmental budgeting methods, annual OMB budgetary guidance and the SAP financial system and relevant modules.
- Prepare OMB annual funding recommendations.
- Lead group efforts in producing, reviewing and editing of all the proposed and approved budget documents; all budget estimates are examined for completeness, accuracy, and conformance with procedures and regulations.
- Effectively and accurately compile and analyze statistical and fiscal data as the basis for preparing specific schedules, tables, and narrative summaries that are included in various budget documents.
- Attend and participate in County Council committee meetings for review of the proposed budget.
- Ensure all budget appropriations and modifications are processed and appropriately reflected in the County's financial system.
- Establish grant master data and load grant budgets for approval and release in the financial system.
- Prepare monthly financial management variance reports, analyzing year-to-date expenditure and making projections on fiscal year total expenditures.
- Lead assigned or team efforts regarding management reviews, organizational studies, performance measures and special projects.
- Coordinate and/or prepare for County and State fiscal notes.
- Review fiscal notes prepared by the team's analyst as needed.
- Attend county council standing committee, state delegation hearings and briefings.
- Follow the state of legislation.
- Prepare presentations for members of the General Assembly as needed.
Qualifications - Bachelor's degree from an accredited college or university in Accounting, Business/Public Management, Finance, Economics, Quantitative Analyses, or closely related field.
- Three (3) years of progressively responsible administrative and budgeting experience; including at least one (1) year in the lead/supervisory role.
Any equivalent combination of relevant training, education and experience
may also be considered.
Please note there is no equivalency for supervisory experience.
Preferred QualificationsGood analytical, communication and presentation skills.
Experience working with SAP (System, Applications, and Products).
Experience with Microsoft Office Suite applications (Word, Excel, PowerPoint, Outlook, Teams, etc.).
Experience working in a local/municipal government setting.
Excellent communication skills, delivering clear and persuasive messages through written and oral presentation.
Strong management, administration, and interpersonal skills.
Significant experience managing grants, staff, and operational functions.
Self-motivated and able to successfully organize their workload and manage project priorities.
