This is an OPEN recruitment to establish an eligibility list and fill a vacancy. The eligibility list will be used to fill permanent vacancies which may occur during the life of the eligibility list.

Positions in this classification are full-time 40 hours per week, 12 months per year.

The recruitment process will consist of an evaluation of the submitted supplemental evaluation questionnaire and an oral technical interview, which is tentatively scheduled during the weeks of September 15-October 3, 2025. Qualified applicants will be notified by email.

BASIC FUNCTION:
Under the direction of an assigned supervisor, performs technical fiscal work in budget development, control and analysis and review of revenues and expenses of funds; maintains and reviews financial records and accounts in a variety of areas such as general ledger, accounts payable, accounts receivable, payroll or attendance/enrollment.
FUNCTION & DUTIES

Perform specialized and technical work in the development, maintenance and analysis of budgets; prepare, reconcile, and distribute funding allocations to assigned local, State, and Federally funded categorical restricted and unrestricted programs, assuring financial activity complies with funding agency's regulations. E

Research, compile, analyze and audit complex technical accounting data and records; audit expenditures and requisitions; assure records and reports comply with established guidelines. E

Analyze and evaluate accounting issues, problems and procedures and internal controls; assist in the implementation of new accounting procedures. E

Monitor budget expenditures keeping administrators current regarding spending level and budget activity; monitor and approve program funding transfers as assigned; assure expenditures are charged against proper accounts. E

Communicate with District personnel and outside agencies to exchange information and resolve issues or concerns related to fiscal activities, annual audits, program operations and budget rules, regulations and procedures. E

Analyze income/expense data to determine the cost effectiveness of programs, purchases and activities; using actual and/or estimated data prepare statistical and analytical reports for administrators as requested. E

Reconcile and balance assigned accounts and bank statements; record financial transactions; maintain journals and ledgers; prepare trial balance. E

Audit accounting records and prepare periodic reimbursement claims; prepare financial statements and projections as requested. E

Respond to questions from District administrators, personnel, vendors and others concerning assigned accounting area; provide specialized information concerning the application of complex laws, rules and regulations. E

Maintain appropriate internal controls and audit trail in accordance with District policies, legal requirements, California Department of Education, and generally accepted principles of accounting. E

Perform a variety of clerical tasks such as typing, filing, duplicating and maintaining a variety of records; answer telephones and operate standard business equipment. E

Train and provide work direction and guidance to clerical accounting and other support personnel as assigned; review and inspect assignments to gauge effectiveness of assigned personnel; report observations to assigned supervisor. E

EDUCATION AND EXPERIENCE, LICENSES AND OTHER REQUIREMENTS

Any combination of education and experience equivalent to: Bachelor's Degree in accounting or related field, and three years of increasingly responsible fiscal record management experience. One year's public agency accounting experience is highly desirable.

Physical Abilities:

Seeing to read, analyze and review complex financial data; hearing and speaking to communicate with District staff and the public; sitting for extended periods of time; bending, kneeling and reaching to retrieve and file records; and dexterity of hands and fingers to perform essential functions of the position, including but not limited to operating a computer terminal and other office equipment.

The District offers two excellent medical plans, Blue Shield and Kaiser Permanente; two dental plans, Delta Dental and MetLife SafeGuard; and vision care through Vision Service Plan (VSP). Currently full-time employees (employees working 6 hours or more per day) pay 20% of the premium cost for these plans. All plans are available to the employee and their dependents. This coverage is available to employees working a minimum of 20 hours per week.
Retirement benefits include membership in CalPERS (California Public Employee's Retirement System) and Social Security (OASDI). This is a joint contribution plan. To qualify for CalPERS an employee must work a minimum of 20 hours per week or already be a member, if not the employee is eligible for an alternative retirement plan.
Additionally, the District encourages employees to pursue professional growth, and provides financial incentive for classified employees completing professional growth programs. Additional benefits available to employees to which the District does not contribute include life insurance, a Section 125 Flexible Benefit Plan, an income protection plan, and a credit union.
Substitute employees are not eligible for vacation or holiday pay but are eligible to earn sick leave at the rate of one hour per 30 hours worked, not to exceed 48 hours. Further, substitute employees are not automatically eligible for CalPERS or District health benefits.
