Job Description

SAIC is seeking a highly qualified and motivated Budget and Programming Analyst to support the Special Programs Division within the office of the Assistant Secretary of the Air Force for Space Acquisition and Integration (SAF/SQ) in Arlington, Virginia. SAF/SQ has overall responsibility for Department of the Air Force (DAF) space systems acquisition and architectures oversight as well as integration of allied, civil, and commercial space capabilities into United States Space Force (USSF) architectures. These responsibilities are carried out in close collaboration with the Chief of Space Operations (CSO) and the USSF staff. SAF/SQ also serves as the Space Service Acquisition Executive (SAE) and oversees and directs the activities of the Space Rapid Capabilities Office (SpRCO), Space Systems Command (SSC), and the Space Development Agency (SDA).

Responsibilities shall include but are not limited to:
  • The Budget and Programming Analyst directly supports the Execution and Congressional Branch within the SAF/SQ Special Programs Division. The Special Programs Division promotes integration of activities across domains and Services to meet warfighter requirements.
  • Assists in monitoring active budget year appropriations to ensure effective obligation and expenditure resources.
  • Assists in generating, submitting, and tracking budget reprogramming requests and actions for Above and Below Threshold (ATRs and BTRs)
  • Formulating, justifying, and defending the resources required for the management of multiple program elements in multi-year-appropriated funds for several classified, unique Space Force efforts.
  • Prepares and compiles documentation in support of annual and statuary congressional SAP reporting, Continuing Resolution (CR) issues, funds distribution and various financial execution reviews.
  • Prepares and provides factual reference material and special reports for use during senior DoD briefings and Congressional hearings on related programs and issues.
  • Facilitates SAP-focused SAE congressional engagements and ensures information is consistent, appropriately protected, and integrated for congressional engagements in collaboration with SAF/SQE, SAF/AQL, SAF/LL, and DoD SAPCO.


Qualifications

  • Bachelor's or Master's Degree in finance, engineering, scientific, or technical field preferred with 9+ years of related experience
  • U.S. citizenship and an active Top Secret clearance with SCI eligibility.
  • Applicable experience with at least 2 years in compartmented program experience.
  • Demonstrated understanding of Security Compliance, Information Assurance, and compartmented Security, both from a technical as well as business process perspective.
  • Comprehensive understanding of DoW Planning, Programming, Budget, and Execution; DAF and space systems experience preferred.
  • Experience with Service POMs, drafting or tracking Program expenditures as outlined in Justification Books (RDOCs and PDOCs)
  • Experience in using critical thinking to prepare written reports and presentations for executive-level officials.
  • Ability to plan, organize, lead, and execute studies or projects.
  • Strong knowledge of Excel and PowerPoint software applications.
  • Knowledge of Congressional budgeting process and Appropriations Committee staff engagements preferred.

Desired qualifications include but are not limited to:
  • Understanding of Space systems that may include on-orbit, ground, and C2
  • Current or previous use of Dept of War, OSD, or IC Budget databases/systems
  • Pentagon or Dept of AF experience
