Full Job Description
Position Summary

In this critical position, you will provide fiscal and policy analysis for the department's full range of complex multimodal transportation programs, including state and local highway programming, multimodal planning, transit, local aids, aeronautics, railroads and harbors. You will also be responsible for the preparation, implementation and monitoring of the annual operating budget for each bureau and the division. In addition, you will be responsible for the extensive review of major purchases, contracts, federal grants, and interagency agreements. You are also responsible for tracking human resource actions impacting the division and operating budgets.

Other duties include:

  • Leading and coordinating the division's biennial budget process, prepare complex issue papers, and analyzing other materials related to the biennial budget request.
  • Analyzing the effectiveness and efficiency of division programs and management practices/processes.
  • Reviewing proposed state and federal legislation that may affect division budgetary operations.
  • Providing technical assistance and division-level oversight during the development of briefing materials, correspondence and other materials as requested by the department's executive offices, other state agencies, and legislators.
  • Establishing budgetary controls for the bureaus and performs special analyses with budgetary implications.
  • Providing recommendations to the division's Administrator concerning budget and fiscal management issues.


Salary Information

This position is in schedule-range (81-03) with an annual salary of $74,880-$96,907, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

Qualifications

Qualified applicants will have all the following:

  • Experience assisting with operating budget development, implementation, and management.
  • Experience with expenditure/revenue analysis or other closely related methodologies utilized to forecast budget needs and provide recommendations to management for budgetary decision making.
  • Experience with tools such as PeopleSoft financial system (or comparable) or Microsoft Office Suites (or comparable) to perform analyses and develop reports.

In addition to having all the above, well-qualified applicants will have one or more of the following:

  • Experience organizing, writing, or editing program area budget papers.
  • Experience monitoring new legislation and developing fiscal estimates for the new legislation.
  • Experience overseeing the development or implementation of strategic plans related to issues such as IT infrastructure, Transportation code reviews/updates, or employee workforce development improvements.
  • Experience with directing budget development, management, and implementation and providing budget recommendations to management.
