Responsibilities

  • Lead the development of the Annual Budget with the Finance Director, guiding departments on submissions and revenue projections.
  • Coordinate the Capital Improvement Program and ten-year capital and five-year operating projections.
  • Extract, transform, and visualize financial data to identify issues and propose solutions using Excel and business intelligence tools.
  • Monitor revenue and expenditures, facilitate monthly Finance Committee meetings, and generate financial reports for management and the Village Board.
  • Analyze new programs, funding requests, and proposals for their financial impact over time.
  • Assist with annual financial audits and facilitate submissions for the GFOA Distinguished Budget Award.
  • Complete required Village filings accurately and timely.

Budget Analyst

FINANCE DEPARTMENT

ABOUT THE ROLE

Join our team and become our new full-time Budget Analyst in the Finance Department. Reporting to the Finance Director, this position leads the data assembly and analysis behind the Village's Annual Budget, Capital Improvement Program, and financial reporting.

YOUR DAY TO DAY

  • Leads annual budget development with the Finance Director, assisting departments with submissions, modeling revenue and expenditure projections, and presenting the budget to committees and the Village Board.
  • Coordinates the annual Capital Improvement Program, ten-year capital projections, and five-year operating projections.
  • Extracts, transforms, and visualizes financial data in Excel and business intelligence tools such as Power BI to identify operating problems and develop solutions.
  • Monitors revenue and expenditures, coordinates monthly Finance Committee meetings, and prepares financial reports for Village management and the Village Board.
  • Analyzes new programs, funding requests, and collective bargaining proposals to determine their short- and long-term impact on the Village budget.
  • Assists with the annual financial audit and the GFOA Distinguished Budget Award submission, and completes required Village filings.


QUALIFICATIONS FOR SUCCESS

  • Holds a bachelor's degree in Accounting, Finance, Public Administration, or a similar field, plus two years of municipal accounting or finance experience; master's degree and budget experience strongly preferred.
  • Applies knowledge of governmental accounting, internal controls, public finance, and fiscal planning, including GAAFR, GAAP, and GASB.
  • Works in Microsoft Word and Excel at an intermediate to advanced level; Knowledge of Tyler/Munis enterprise software strongly preferred; experience in Power BI or Tableau is a plus.
  • Leads department initiatives and special projects.
  • Presents information confidently to departments, committees, the Village Board, and the public.
  • Maintains a valid Illinois driver's license and ability to attend meetings outside business hours upon request.
