Summary

The Department of Commerce, Office of the Secretary (OS), is hiring Budget Analysts for a shared announcement across the Office of Budget and the Office of Financial Management. Depending on the organization, you will direct fiscal operations and lead complex budgetary, accounting, and financial analysis workflows. Analysts deliver specialized advisory services, enforce strict regulatory compliance, and optimize resource efficiency across the organization.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: These positions will be filled under both the General Schedule and the Department of Commerce Alternative Personnel System (CAPS) at the ZA-4 level, which encompasses the GS-13/14 grade levels. All referred applicants will receive dual consideration. The positions and pay plan will be determined based on operational requirements and organizational structure.

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 (or equivalent pay band) level in the Federal service. Specialized experience is defined as:

  • Budget Administration (Formulation & Execution, etc.)
  • Financial Management (Systems Reporting, Internal Controls, Advisory Services, etc.)
  • Policy Analysis (Legislative Review, Standard Operating Procedures, Impact Studies, etc.)
  • Program Evaluation (Performance Metrics, Cost-Benefit Analysis, Strategic Recommendations, etc.)
