This position is located in the Department of Health and Human Services, Assistant Secretary for Planning and Evaluation, headquartered in Washington, District of Columbia.

WHAT YOU'LL BE DOING DAY TO DAY

As a Budget Analyst, you will use your knowledge of and experience to optimize business results and customer experience by:

  1. Leading the development of budget formulation materials, estimates, and projections.
  2. Preparing budget justification materials, exhibits, and supporting documentation for departmental, Office of Management and Budget, and Congressional review.
  3. Performing enterprise budget execution activities, including financial forecasting, funds control, and monitoring of organizational financial operations.
  4. Providing authoritative advisory services to senior leadership on financial policy, resource allocation, and fiscal strategy affecting organizational programs and operations.
  5. Representing the organization in departmental financial forums, working groups, and coordination activities related to budget and resource management.

WHAT WE ARE LOOKING FOR

Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing at least ALL of the following:

  1. Managing enterprise-wide budget formulation activities, developing estimates, projections, and budget justification materials;
  2. Providing comprehensive budget execution for a multi-funded portfolio, including financial forecasting, funds control and certification, reconciliation, and monitoring of obligations and expenditures; and
  3. Advising leadership and stakeholders on appropriations policy and financial processes to ensure fiscal accountability.

You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
