Summary

The position is in Bureau of Near Eastern Affairs leads U.S. foreign policy in the Middle East and North Africa region. The incumbent has responsibility for project identification and budget management for initiatives that support the activities of the PD initiative, and the other financially viable institute established though the PD process.

Duties

Help

  • Plans, organizes, and carries out annual and multi-year strategic planning and budgeting among multiple appropriations.
  • Negotiates the details of funding arrangements and documents the decisions in interagency Memorandums of Understanding (MOUs) and/or contracting documents.
  • Provides authoritative analyses and advice on the planning,
    formulation, execution, and presentation of appropriated budgets to Congress, senior management, staff of domestic and overseas entities.
  • Develops proposed budgetary policy and procedural guidance
    for strategic planning exercises and budget estimates for issuance to Public Diplomacy Sections in overseas Posts of NEA.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience managing complex, multi-million-dollar budgets that support global operations and allocating resources to field offices.
  • Experience analyzing program content to ensure program activities align with foreign policy objectives.
  • Experience coordinating with multiple stakeholders to implement strategic plans, goals, and milestones for international programs.
