Summary

This position is located in the Department of Homeland Security (DHS), Under Secretary for Management, Chief Financial Officer (CFO).

The primary purpose of this position is to manage the budget formulation and execution processes, build data-driven budget justifications, and advocate for resources through regular engagement with external stakeholders.

As a Budget Analyst, GS-0560-14, your typical work assignments may include the following:

• Plans, organizes, and carries out a major, substantive budget for a significant program component. The incumbent ensures the effective integration of program and budget planning.
• Performs a wide variety of administrative and analytical duties connected with the review, justification and presentation of the budgets for a major component(s) of the Department of Homeland Security.
• Provides expert advice to management on the Federal budget process. Projects and analyzes the potential effects of budgetary actions on program viability and the attainment of program objectives and formulates innovative approaches and strategies to resolve extremely complex budgetary conflicts and satisfy major budget program objectives.
• Formulates and implements authoritative budgetary Department-wide instructions, standards, and other guidelines that have a profound impact on the financing and accomplishment of varied and major national programs.
• Interprets and assesses the impact of new and revised congressional legislation on the formulation and execution of the full range of program budgets within the Department.
• Analyzes and evaluates continual changes in program plans and funding and their effect on financial and budget program milestones. Analyzes financial and budgetary relationships to develop recommendations for financial and/or budget actions.

Qualifications

Specialized Experience: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: 1) Utilizing established federal budget policies and processes (i.e., Congressional, Departmental, and Office of Management and Budget), to formulate federal budget estimates for submission to OMB and Congress; 2) Drafting budget narrative justifications for submission to OMB and Congress; 3) Preparing budget execution plans; and 4) Advising managers on appropriate budgetary actions to be taken to meet agency/organizational needs.

Substitution of education in lieu of specialized experience may not be used for this grade level.

All qualifications and eligibility requirements must be met by the closing date of the announcement.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
