Minimum QualificationsEight years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR
Six years of full-time work experience in any field plus five years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR
A bachelor's degree plus five years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR
An advanced degree in business administration, accounting, finance, public administration, or statistics plus four years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other InformationJob Duties:
- Directs, plans, and coordinates budget activities for assigned program offices, ensuring effective management of complex programs and multiple funding sources.
- Reviews and analyzes agency budget requests, making recommendations and revisions to ensure alignment with the Department's overall budget plan and legislative requirements.
- Establishes and monitors budget development standards, policies, guidelines, and timelines to promote consistency, compliance, and effective budget management.
- Monitors agency revenues and expenditures, evaluates financial trends and projected status, and recommends corrective actions as needed to maintain approved budgets.
- Provides guidance and technical assistance to agency personnel on budget development, LaGov financial tracking systems, and cost identification.
- Serves as a liaison with the Division of Administration, Office of Planning and Budget, legislative staff, and other stakeholders regarding budget information, issues, and potential resolutions.
- Analyzes strategic and operational plans and develops financial reports, statistical analyses, projections, and performance measures to support effective program planning and performance-based budgeting.
