The Judicial Branch is unable to provide visa sponsorship (i.e. H-1B visa etc.).The BSD Project Manager is responsible for oversight, planning, and coordination of professional staff within the Business Services Department, including Business Analysts and Senior Lead Business Analysts, to achieve the strategic goals and business priorities of the Judicial Branch. The BSD Manager assists the DCIO of Product Delivery in fulfilling the duties of the Business Services Department.
Position QualificationsWe recognize your time is valuable, so please apply if you meet the following required qualifications:Education:- Bachelor's degree in Computer Science, Computer Information Systems, Business Administration, Project Management, Information Technology or a related field.
Experience:- Five (5) years' experience in managing IT projects or IT systems analysis, design, or programming
OR
Combined education and experience qualifications: - An equivalent combination of post-secondary education and job-related experience may substitute on a year-for-year basis
Our Preferred Candidate has:- Four (4) years of management and/or supervisory experience
- Experience working in a court setting
- Project Management in an Agile or scrum setting
- Project Management Institute Certificate
- Experience using AI tools such as Copilot or similar to support business analysis work
Knowledge, skills, and abilities:Knowledge of:
- Business Analysis protocols and procedures
- Project and time management principles for large, multi-year projects, as well as high volume, quick turnover tickets
- Agile/Scrum development methodology
- AI-assisted tools such as Copilot and their application to project management and business analysis
Skill in:
- Communicating effectively with technologists and business customers verbally and in writing
- Developing communication plans to keep leadership, and the broader court community apprised of technology changes that will affect their business processes
- Developing and implementing the consistent use of artifacts for project management
- Tracking project progress, anticipating next steps, and keeping stakeholders accountable for timeliness, quality and customer satisfaction
- Developing Key Performance Indicators for staff
- Using AI tools to draft project artifacts, summarize project status, and streamline work item tracking
- Monitoring and assessing the performance of staff to make improvements or take corrective action
- Personnel resources management through motivating, developing, and directing people as they work

Personnel Management
- Management of staff that perform systems analysis and prioritization of multiple IT projects.
- Performs tasks associated with management of Business Analysts including developing and providing formal and informal instruction to and evaluation of staff.
- Assigns work equitably throughout the team to provide quality products in a timely manner, while building morale and providing opportunities for growth.
- Produces clear and accurate policies, procedures, statistical reports, and project materials.
- Develops, monitors and holds people accountable to Key Performance Indicators for timeliness, quality, customer satisfaction, and collaboration with IT.
- Provides regular onsite supervision and employs in-person assessment methods to gauge business needs through direct observation, monitoring group dynamics with face-to-face interaction, and interpreting body language and nonverbal cues. Establishes interpersonal connections, fosters engagement, and exemplifies expected behaviors.
Project Management
- Primary ongoing responsibility is for management of multiple IT projects.
- Use project management skills to manage complex project deliverables in an Agile environment.
- Leverages AI tools such as Copilot for Azure DevOps or similar to streamline project tracking, status reporting, and documentation.
- Manages a significant workload with independence, professionalism, integrity, and sound judgment.
- Develops project timelines by working with business and IT stakeholders, using Judicial Branch priorities as a guide, and assessing capacity with consideration for the entire portfolio of projects.
- Monitors project work to ensure that progress is made toward delivery on time and within budget.
- Develops and enforces use of standardized forms for project management steps like new project request/proposal forms, deliverables agreements and change proposals, and customer satisfaction surveys.
- Communicates issues quickly and clearly with options for resolution.
Customer Satisfaction
- Meets project commitments, including communications with and between product owners, developers, and stakeholders.
- Works with appropriate customers to develop project scope and project plans that include an analysis of benefits, costs, work schedules and any related risks.
- Defines the responsibilities of parties involved in the project including customers, management, IT management, and project team.
Relations with IT
- Leads or assists in the planning, testing, and implementation of complex projects for systems that affect many users.
- Interfaces with developers to address critical issues.
- Addresses personnel and work product concerns arising from collaborations with IT and Business Analysts.
Working conditions:Minimal travel may be required.While performing the duties of this job, the employee may need to communicate clearly, perceive details of objects that are close by, and maintain various physical positions for extended periods, such as sitting, standing, or walking. The job may involve using hands for tasks such as typing, handling objects, or operating tools, as well as reaching with hands and arms. Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan. Judicial Branch facilities are located throughout Maricopa County. This position may be reassigned to other locations. Assignments will be made based upon the needs of the department.
