As a BPN Operations Excellence Program Manager, you will turn complex healthcare data into clear, actionable insights that drive meaningful decisions across the organization.

You will design and maintain Power BI dashboards and executive-level reports, working across complex, multi-source datasets while leveraging strong SQL skills to write queries, validate data integrity, and troubleshoot issues across platforms like Snowflake and Teradata. You will serve as the go-to data resource for operational teams, translating business questions into analytical solutions and using your ability to independently navigate large, complex datasets to uncover insights. In this highly collaborative environment, you will represent your team on regional and company-wide initiatives, contributing to system implementations and process redesign, while continuously staying ahead of industry and compliance trends to bring valuable knowledge back to your stakeholders.

You bring strong SQL skills and hands-on experience with Power BI, along with the ability to independently navigate large, complex datasets and uncover meaningful insights. You communicate effectively, translating data findings into clear, actionable information for a wide range of audiences. An ideal candidate will also have experience with tools and platforms such as Python, Snowflake, Teradata, Cerner, Innovaccer, Jiva, IDX, or Salesforce reporting, and may hold a Master's degree in Statistics, Data Science, Engineering, or a related field.

This is a remote position with standard business hours, Monday - Friday 8AM-5PM. An ideal candidate will reside in Arizona.

Banner Plans & Networks (BPN) is an accountable care organization that joins Arizona's largest health care provider, Banner Health, and an extensive network of primary care and specialty physicians to provide the most comprehensive healthcare solutions for Maricopa County and parts of Pinal County. Through BPN, known nationally as an innovative leader in new health care models, insurance plans and physicians are coming together to work collaboratively to keep members in optimal health, while reducing costs.

POSITION SUMMARY

This position collaborates with organization leaders to coordinate and lead the assessment, design, and implementation of operational processes and lean management routines that align with the organization's initiatives to improve clinical and operational performance across the insurance division. The position performs performance monitoring and makes recommendations for data driven decision-making. This position assists with analysis to target areas of improvement and monitors sustainability of improvement efforts, as well as performance management methodologies and practices.

CORE FUNCTIONS

1. Works collaboratively with clinical and operational leaders to assess workflows, data, scenarios and other factors to identify improvement efforts that will enhance clinic and operational. Co-develops business cases and justifications for change opportunities.

2. Assists with data collection, observations, research and analysis of clinic outcomes, financial and operational performance, and business planning for identification, design and implementation of improvements. Works with clinical and operational leaders to ensure compliance with operating and capital budgets to achieve financial performance.

3. Conducts regular Root Cause Analysis & Corrective Action Planning alongside leaders using the knowledge of process variation analysis, population health metrics and operations research techniques. Develops workflow assessments, gap analyses, recommendations and proposals to drive and sustain positive change.

4. Maintains a working knowledge of operations, identifying top performers and helping disseminate and share best practices.

5. Develops and maintains operation labor models, using operations research and industrial engineering techniques. Balances costs savings associated with operational flexibility against labor cost, using Economic Order Quantity and New Vendor Techniques.

6. Assists in the development and sustainment of operational, clinical, health plan and network value performance management systems to monitor improvements sustainability and effectiveness. Coaches front line staff and managers to ensure adherence to and integrity of the performance management systems. This includes training in lean principles, Types of Waste, 5S Principles, Standard Work, and other process improvement methods.

7. Participates and/or leads high performance teams including stakeholders and peers to assess, design and implement improvement efforts. This includes, but is not limited to, reducing risk and eliminating failures, incorporating processes of human factors, provides visual tools, and standardization of processes to achieve consistency and high reliability. Facilitates change efforts in close collaboration with stakeholders to ensure appropriate application of change and execution methodologies.

8. Coordinates with clinical and operational leaders to oversee or support implementation of process design, process improvements, technology improvements, work standards.

9. Position understands insurance division and population health operations and measures as problems are complex in nature. Position encourages collaboration between parties involved and/or effected by efforts to develop and achieve insurance division standards and targets. Works with operational and clinical leaders to align efforts to organization's initiatives. Supports the development of teams across the division in implementation of performance improvement systems, including operational discipline. Provides training and coaching for frontline managers and teams in lean management practices.

MINIMUM QUALIFICATIONS

Bachelor's degree required.

Significant experience, typically gained through two to four years relevant work experience. Must possess the ability to apply quantitative and qualitative process improvement techniques and perform advanced data analysis. Must be proficient with one or more operating systems, spreadsheets, database managers, presentations programs, and word processors. Must demonstrate a record of leadership with effective communication (verbal and written) and presentation skills as well as ability to identify and meet customer needs in a team environment. Requires effective negotiation capabilities and ability lead in a highly matrixed environment.

PREFERRED QUALIFICATIONS

Experience in Healthcare. Industrial Engineering Degree or a degree in a quantitative, engineering, business or healthcare related field with a Black Belt in Lean/Six Sigma. Experience participating in Lead/Sigma transformation or with population health or insurance operations. DemonstrateD working knowledge in Process Design or Process Improvement tools.

Additional related education and/or experience preferred.

Estimated Pay Range:
$39.00 - $65.00 / hourBanner Health is committed to pay equity and transparency. The posted compensation range is a reasonable estimate that extends from the lowest to the highest pay Banner Health in good faith believes it might pay for this particular job, based on the circumstances at the time of posting.This range is based on possible base salaries and does not include the value of our total rewards package. Actual pay determined at offer will be based on years of relevant work experience, education, certifications, skills, and geographic location, along with a review of current employees in similar roles to ensure pay equity is achieved and maintained.
