• TALENT ACQUISITION SPECIALIST (BILINGUAL ESSENTIAL)

FULL-TIME TERM - 22 MONTHS

(Hybrid - Primary Remote in Ottawa, ON)

POSITION OVERVIEW

The in-house Talent Acquisition Specialist is responsible for partnering with hiring managers to deliver full-cycle recruitment services for a broad range of positions across the Association, including operational, business services, analytical, people leadership, physician, and senior leadership roles. Focused on attracting top talent, the Specialist develops a deep understanding of workforce needs and role requirements, and designs and implements effective recruitment strategies to identify, attract, and engage highly qualified candidates. Reporting to the Manager, People Services, the Talent Acquisition Specialist collaborates as part of a team of HR professionals responsible for delivering core HR programs and operational services across the CMPA, while providing strategic and effective recruitment support to hiring managers throughout the organization.

This is a multi-incumbent position consisting of two in-house Talent Acquisition Specialists. One position is designated bilingual essential and requires advanced verbal and written proficiency in both official languages, English and French.

POSITION ACTIVITIES
  • Partners with the hiring manager to drive the full cycle end-to-end recruitment process, including sourcing, screening, skill testing, interviewing, and offer preparation and execution
  • Coaches hiring managers in all aspects of the talent acquisition process
  • Develops and executes creative and innovative corporate and individual recruitment strategies and initiatives
  • In partnership with Communications & Marketing, coordinates social media recruitment postings, champions networks, and the CMPA's Employee Referral Program to source and attract high-quality candidates, while representing the CMPA at networking and recruitment events to enhance employer brand awareness and talent pipelines
  • Leverages talent acquisition tools, such as LinkedIn Recruiter, to actively source passive candidates
  • Develops and implements screening criteria, skills assessments, interview guides, and other evaluation tools to support effective candidate assessment to inform hiring decisions
  • Conducts candidate screenings and coordinates and participates in interviews alongside hiring managers, ensuring a fair, consistent, and inclusive selection process while delivering an excellent candidate experience
  • Conducts reference checks and prepares and extends offers, including salary assessments based on market data, internal equity considerations, and as needed, input from the Human Resources Business Partner (HRBP)
  • Maintains regular communication with HRBPs on search progress, candidate pools, and recruitment challenges. Collaborates as required with HRBPs in complex hiring matters, to support successful hiring outcomes.
  • Responsible for timely updating of the Association's applicant tracking system, including postings, interview notes, reports, etc.
  • Collaborates with People & Culture colleagues on various initiatives and process improvements


EDUCATION AND EXPERIENCE
  • Minimum Bachelor's Degree in Business, Human Resources, Psychology or an equivalent field of study
  • Minimum of 4 years of relevant experience working in a corporate environment conducting full cycle end-to-end in-house recruitment
  • Demonstrated experience in developing strong recruitment strategies, including sourcing candidates via LinkedIn Recruiter and across other social media platforms
  • System-oriented with proficiency in using and navigating applicant tracking systems (ATS), recruiting software, and HR management systems, preferably Jobvite and Workday
  • Experience developing and implementing sourcing strategies to attract qualified candidates for difficult-to-fill positions
  • Knowledge of common human resources practices, employment laws and/or government compliance regulations that align with recruitment and selection required
  • Experience in working closely with Executive Search Firms on senior level positions an asset
  • Experience leading recruitments of technical positions an asset
  • Experience in a healthcare related industry an asset
  • Professional HR or recruitment designation/certification (e.g., CHRP, CHRL, CPC, or RPR) an asset

POSTING DETAILS

  • Location: Hybrid - Primary Remote. You can work from a home-based office the majority of the time within the provinces of Ontario and Québec, with regular on-site presence at the CMPA office (1-2 days per week). If you prefer, you can choose to work out of the CMPA office in Ottawa, Ontario near the beautiful Dow's Lake

Pour attirer les meilleurs talents, la ou le titulaire du poste acquiert une compréhension approfondie des besoins en personnel et des exigences des postes, puis conçoit et met en œuvre des stratégies de recrutement efficaces pour repérer des candidat• es hautement qualifié• es, susciter leur intérêt et les inciter à postuler. Relevant de la gestionnaire, Services destinés au personnel, la ou le spécialiste en acquisition de talents fait partie d'une équipe de ressources humaines (RH) responsable de la prestation des principaux programmes et services opérationnels en RH à l'échelle de l'ACPM. La ou le titulaire du poste conseille et accompagne également les gestionnaires de l'Association dans leurs activités de recrutement.

Deux postes de spécialiste en acquisition de talents sont à pourvoir. Les deux sont à l'interne et l'un d'eux exige un bilinguisme, c'est-à-dire une maîtrise avancée des deux langues officielles (le français et l'anglais), à l'oral comme à l'écrit.

ACTIVITÉS LIÉES AU POSTE
  • Prendre en charge l'ensemble du processus de recrutement en collaboration avec les gestionnaires : recherche de candidatures, présélection, évaluation des compétences, entrevues, ainsi que préparation et présentation des offres d'emploi.
  • Conseiller et accompagner les gestionnaires à toutes les étapes du processus d'acquisition de talents.
  • Mettre au point des stratégies et des initiatives de recrutement novatrices, tant à l'échelle de l'Association que pour chaque poste à pourvoir.
  • En collaboration avec le service Communications et marketing, coordonner les publications de recrutement sur les médias sociaux, les réseaux d'ambassadeur• rices et le programme de recommandation par des employé• es de l'ACPM afin de repérer des candidat• es hautement qualifié• es et de susciter leur intérêt; représenter également l'ACPM lors d'activités de réseautage et de recrutement pour accroître la notoriété de sa marque employeur et élargir ses bassins de talents.
  • Utiliser des outils de recrutement comme LinkedIn Recruiter pour repérer des candidat• es qui ne sont pas activement à la recherche d'un emploi.
  • Définir les critères de présélection et concevoir des outils d'évaluation, notamment des évaluations des compétences et des guides d'entrevue, afin de comparer les candidat• es de façon objective et de guider les décisions d'embauche.
  • Présélectionner les candidatures, puis coordonner et mener les entrevues avec les gestionnaires concerné• es selon une démarche équitable, cohérente et inclusive qui favorise une expérience positive pour les candidat• es.
  • Vérifier les références, déterminer le salaire à offrir en fonction des données du marché et de l'équité interne, puis préparer et présenter l'offre d'emploi à la personne retenue, en consultation avec la ou le partenaire d'affaires en RH au besoin.
  • Faire régulièrement le point avec les partenaires d'affaires en RH sur les démarches de recrutement en cours, les candidatures reçues et les difficultés rencontrées. Collaborer, au besoin, avec les partenaires d'affaires en RH pour résoudre les situations d'embauche complexes.
  • Tenir à jour le système de suivi des candidatures de l'Association en y consignant sans délai les affichages de postes, les notes d'entrevue, les rapports et les autres renseignements pertinents.
  • Contribuer, avec les collègues du service Personnel et culture, à diverses initiatives et à l'amélioration des processus.


FORMATION ET EXPÉRIENCE
  • Au minimum, un baccalauréat en administration, en ressources humaines, en psychologie ou dans un domaine équivalent.
  • Au moins quatre années d'expérience pertinente en entreprise dans la gestion complète du cycle de recrutement.
  • Expérience démontrée dans l'élaboration de stratégies de recrutement efficaces, y compris le repérage de candidat• es au moyen de LinkedIn Recruiter et d'autres plateformes de médias sociaux.
  • Excellente maîtrise des systèmes de suivi des candidatures, des logiciels de recrutement et des systèmes de gestion des RH, idéalement Jobvite et Workday.
