This position is located at the SC Department of Behavioral Health and Developmental Disabilities (DBHDD), Central Office, 400 Otarre Parkway Cayce, SC 29033.
As the BHDD Recruiting Manager, you will be responsible for management and oversight for the agency's recruitment and talent acquisition programs. This position will also develop and implement recruiting strategies that attract, engage and retain the best and most qualified talent for the agency.

Responsibilities of the BHDD Recruiting Manager:
  • Manage the full life cycle recruitment process within defined metrics to include executive recruitment, professional and technical recruitment, and hard to fill critical positions.
  • Ensure consistent hiring practices across the agency. Develop standardized recruitment processes, and service level expectations.
  • Advise executive leadership on labor market trends and recruitment challenges. Establish recruitment goals, performance metrics and accountability measures.
  • Expand recruitment outreach through universities, professional organizations, community organizations and recruitment partnerships.
  • Monitor time to hire, vacancy rates and recruiting effectiveness to ensure efficient and quality hires.
  • Serve as a strategic partner in the development of workforce retention.


Minimum and Additional Requirements

  • A bachelor's degree and relevant human resources experience.
  • Five (5) years of leadership experience in talent acquisition or recruitment.

Preferred Qualifications

  • Bilingual abilities in English and Spanish (or another language) are a plus.

  • Knowledge of human resources policies and procedures and agency policies and procedures.
  • Knowledge of federal laws and state regulations affecting human resources management.
