Job DescriptionResponsible for the administration and oversight of employee benefit operations, with a primary focus on eligibility, plan requirements, COBRA, and direct billing processes. Ensures accurate and timely delivery of benefits services while maintaining compliance with regulatory requirements and internal policies.
Key Responsibilities- Administer benefit program operations with a focus on eligibility, enrollment requirements, COBRA, and direct billing
- Ensure accurate processing and maintenance of eligibility data, including new hires, life events, terminations, and dependent verification
- Oversee COBRA administration, including eligibility determinations, election processes, billing, and participant communications
- Support and monitor direct billing processes, including premium collection, reconciliation, and issue resolution
- Manage and oversee third-party administrators (TPAs), carriers, and vendors to ensure service quality, accuracy, and adherence to contractual obligations
- Partner with vendors to resolve complex participant issues, including employee appeals, complaints, and escalations, ensuring timely and appropriate resolution
- Identify trends in escalations or errors and recommend process improvements to reduce risk and improve service delivery
- Support third-party risk management (TPRM) activities, including vendor oversight, controls, and compliance monitoring
- Ensure compliance with all applicable regulations (e.g., ERISA, COBRA, ACA, HIPAA) and internal governance standards
- Maintain accurate benefit records and documentation to support audit readiness and reporting requirements
- Analyze operational data and metrics to identify issues, improve processes, and enhance efficiency
- Assist in the development of employee communications related to eligibility, COBRA, billing, and appeals processes
- Participate in projects such as vendor implementations, system enhancements, and process improvement initiatives
- Collaborate with cross-functional partners including HR, Payroll, Legal, and Finance
Basic Qualifications- Bachelor's degree, or equivalent work experience
- Five or more years of experience in benefits administration, with exposure to health and welfare operations
Preferred Skills/Experience- Advanced knowledge of benefits eligibility rules, COBRA regulations, and direct billing practices
- Strong understanding of benefit plan administration processes and compliance requirements
- Experience managing or partnering with third-party administrators and vendors, including performance oversight and issue resolution
- Demonstrated ability to handle employee escalations, appeals, and complex case resolution with professionalism and empathy
- Knowledge of third-party risk management (TPRM) principles and vendor governance practices
- Proven ability to identify operational risks and implement process improvements to enhance accuracy and efficiency
- Strong analytical skills, including the ability to interpret data and identify trends
- Good project management and organizational skills, with the ability to manage multiple priorities
- Proficient computer skills, especially Microsoft Office applications (Excel, PowerPoint, Word)
- Excellent interpersonal, verbal, and written communication skills, with the ability to communicate complex information clearly
- Ability to work effectively both independently and as part of a cross-functional team
- Serves as a subject matter resource for complex eligibility, COBRA, and billing scenarios, influencing process improvements and vendor accountability

The salary range reflects figures based on the primary location, which is listed first. The actual range for the role may differ based on the location of the role. In addition to salary, U.S. Bank offers a comprehensive benefits package, including incentive and recognition programs, equity stock purchase 401(k) contribution and pension (all benefits are subject to eligibility requirements). Pay Range: $81,515.00 - $95,900.00
