The Associate Vice President (AVP) of Fiber Engineering and Field Operations is a newly created, high-impact executive role responsible for leading the strategic vision, design, construction, and operational execution of wireline and fiber network infrastructure. This position oversees a large unified market territory encompassing both Verizon and Frontier properties.
The AVP will drive end-to-end network asset management—unifying Outside Plant (OSP) Field Engineering and Wireline Field Operations. This includes overseeing engineering, large-scale construction, installation, asset maintenance, performance management, and Fixed Wireless Access (FWA). The successful leader will manage massive capital and operating budgets, lead an expansive workforce of engineering professionals and field operations teams, and expertly navigate complex labor relations environments.

Key Responsibilities
Strategic Leadership & Vision
End-to-End Asset Strategy: Own, develop, and execute the comprehensive strategy and vision for the market territory's outside plant infrastructure and field operations.
Network Transformation & Evolution: Lead the engineering, planning, design, and provisioning of wireline access networks to support the expansion of Fiber/FiOS, NGPON2, 5G, Fixed Wireless Access (FWA), and Ethernet growth.
Continuous Improvement: Drive overall performance efficiency, operational quality, and systems improvement by leveraging the latest industry knowledge, tools, and methodologies.
Engineering & Construction
OSP Infrastructure Design: Oversee advanced engineering teams tasked with designing complex structures, optical distribution networks, FTTCS, and providing route analysis for underground and aerial fiber optic installations.
Infrastructure Build-outs: Lead the construction, updating, and maintenance of plant infrastructure to execute network build-out targets within tight timelines and project management standards.
Carrier & Wireless Integration: Partner with wireless teams (VZW) and external carriers to deliver network transport for small cell, macro, and in-building wireless solutions.
Field Operations & Customer Delivery
Installation & Repair: Accountable for meeting and exceeding established customer delivery and performance metrics across the market for Consumer, Small Business, Enterprise, and Wholesale customer segments. This includes the deployment and maintenance of POTS, FiOS, HSI, Special Services, and CPE.
Milestone Execution: Ensure critical network builds, maintenance targets, and regulatory/franchise obligatory builds are delivered on time, within cost requirements, and efficiently.
Safety & Compliance: Take ultimate responsibility for the safety, quality of work, compliance, and OSHA policy adherence of all field and engineering employees across the region.
Budget & Financial Performance Management
Fiscal Accountability: Manage substantial Capital Expenditures (CapEx) and multi-million dollar OPEX budgets, driving strict cost discipline and financial efficiency.
Metrics & Key Performance Indicators (KPIs): Actively review daily, weekly, and monthly operational metrics to drive positive customer outcomes and ensure the entire organization meets strict administrative, auditory, and KPI benchmarks.
Union Workforce & Labor Relations Responsibilities
Labor Relations Leadership: Act as the primary executive champion for labor relations within the market, managing all union issues, regulations, and policies pertaining to the associate work force.
Union Partner Engagement: Proactively engage, partner, and build collaborative working relationships with union leadership and management officials to align operational goals with collective bargaining agreements.
Workforce Motivation & Culture: Inspire, direct, and drive corporate culture initiatives with both management and unionized associate team members to foster a high-performance, growth-oriented environment.
Qualifications & Requirements
Industry & Operational Expertise: 10+ years of progressive experience in telecommunications operations, with comprehensive technical knowledge of large-footprint carrier networks and systems.
Fiber Network & Outside Plant (OSP) Expertise: Extensive hands-on experience and deep technical knowledge in outside plant telecom environments, including underground/aerial fiber design, optical distribution networks, and large-scale fiber deployment. Wireless experience is a plus.
Executive & Union Management: 7+ years of relevant supervisory experience managing multi-tiered leadership teams and a proven track record of leading large field and engineering teams in heavily unionized environments.
Direct Union Leadership Experience: Demonstrated success in handling complex labor relations, navigating union grievance processes, working directly with union officials, and interpreting collective bargaining policies.
Financial Acumen: Advanced principles and practices in cost estimating, budget preparation, and schedule performance for massive CapEx/OpEx projects.
Strategic & Analytical Thinking: Strong analytical and critical problem-solving skills; ability to organize complex data, build strategic recommendations, and manage multiple competing priorities.
Communication & Collaboration: Exceptional written and verbal communication skills; proven track record of effectively partnering with internal departments, cross-functional peers, union representatives, and high-level external stakeholders.
Bachelor’s degree in an engineering, technical, or business-related field, or equivalent accelerated operational experience.
Project Management Certification (PMP) or equivalent background in systems performance improvement is a plus.

In this hybrid role, you'll have a defined work location that includes working from home and a minimum of three days per week in the office, which will be set by your manager. Employees are responsible for maintaining compliance with hybrid work policies.

The salary will vary depending on your location and confirmed job-related skills and experience. This is an incentive based position with the potential to earn more. For part-time roles, your compensation will be adjusted to reflect your hours.
The annual salary range for the location(s) listed on this job requisition based on a full-time schedule is: $211,000.00 - $367,000.00.
