The Job
The Office of the Assessor-Recorder-County Clerk is recruiting for Auditor-Appraisers III who serve in a lead capacity and perform the most difficult and/or challenging audits and appraisals. Essential duties include training staff involved in business property assessments and audits; providing public assistance in resolving assessment issues; preparing the department's defense for personal property assessment appeal cases; scheduling and monitoring the agenda of Business Property Appeals; appearing as an expert witness; presenting appeals at hearings before the Assessment Appeals Board; and responding to and examining testimony.

CONDITIONS OF EMPLOYMENT
Certification: Must obtain a valid permanent Appraiser's Certificate issued by the State Board of Equalization within one year of employment.

Travel: Travel within and outside the state as well as throughout the county is required. A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.
Sponsorship: San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.

Minimum Requirements

CANDIDATES MUST MEET FOLLOWING REQUIREMENT:

EXPERIENCE
Must possess three (3) years of audit-appraisal experience performing business property audits under R & T code section 469 and/or preparing appeal cases for business property appeals. (Experience equivalent to an Auditor-Appraiser II with San Bernardino County.)

SUBSTITUTION:One (1) year of auditing experience as a Certified Public Accountant may substitute for one (1) of the required experience as indicated above.

CANDIDATES MUST MEET ONE OF THE FOLLOWING OPTION REQUIREMENTS IN ADDITION TO THE ABOVE EXPERIENCE REQUIREMENT.

OPTION A

Must possess completed/awarded Bachelor's degree in accounting** or Bachelor's degree in another field with 18 semester (27 quarter) units of completed accounting and auditing courses. Transcripts must be included with the application if your degree is not in accounting.
OPTION B
Must be a licensed accountant in the State of California, with a combination of higher education and relevant experience totaling four (4) years. License number and expiration date must be listed on the application.
OPTION C
Current or past possession of a permanent appraiser certificate for property tax purposes issued by the California Board of EqualizationAND experience performing mandatory audits. Per Revenue & Taxation Code Section 469.

Desired Qualifications
The ideal candidate will have a Bachelor's Degree with an emphasis in accounting, a Permanent Advanced Appraiser's Certificate issued by the California State Board of Equalization, and five (5) years of experience performing business property audit/appraisals in a California Assessor's office.
