SPECIFIC DUTIES AND RESPONSIBILITIES
Assists the Director of Detention in the daily operations of the facility, ensuring the efficient and effective functioning of all departments.
Monitors detainee intake, classification, housing assignments, and release procedures, ensuring compliance with regulations and operational procedures.
Directly supervises and manages the Investigator and STG/Tactical Team Lieutenant and assists in planning, coordinating, and directing the Chief of Security and Chief of Programs on their respective components of facility operations.
Provides leadership, guidance, and support to staff in all areas of the detention center, including security, detainee services, healthcare, and administration.
Works with the Chief of Security to maintain safety and security protocols across the facility, ensuring policies are adhered to and security incidents are promptly addressed.
Participates in emergency response planning and coordinates activities to address critical situations, such as escapes, disturbances, or natural disasters.
Oversees and enhances detainee programs, including educational, reentry services.
Ensures detainees receive appropriate care, including healthcare, mental health services, and access to legal rights and services.
Works with community partners to implement reentry programs that contribute to reducing recidivism and preparing detainees for reintegration into society.
Assists the Detention Center Director in the development, review, and revision of facility policies and procedures to ensure they align with legal requirements and best practices when possible.
Ensures the detention center complies with all local, state, and federal regulations related to corrections, detainee treatment, and facility operations.
Helps manage the facility's budget, ensuring cost-effective operations while maintaining safety, security, and high standards of detainee care.
Assists in preparing financial reports, tracking expenditures, and seeking opportunities for operational efficiency or cost-saving measures.
Represents the Detention Center in meetings with local, state, and federal authorities, as well as community organizations.
Develops and maintains professional relationships with law enforcement agencies, local governments, service providers, and other stakeholders.
Communicates with the public and media on facility issues as directed by the Director of Detention.
Prepares regular reports on facility operations, detainee statistics, staff performance, and security incidents for the Director of Detention and governing authorities.
Maintains accurate records of all activities and incidents related to the facility's operations.
Assumes the responsibilities of the Director of Detention in their absence, ensuring the continued effective operation of the facility.
Performs other duties as assigned by the Director of Detention or his designee.
MINIMUM EDUCATION AND TRAINING
VOCATIONAL/EDUCATIONAL PREPARATION:
Requires a bachelor's degree and or any combination of education and specialized training and/or experience that the County determines satisfactorily meets the requirements for performing the essential functions of this job.
SPECIAL CERTIFICATIONS AND LICENSES:
Must possess a valid state driver's license.
Must meet other requirements as set forth in applicable South Carolina statutes and regulations.
Must possess Class II officer certification or be able to obtain certification from the SC Criminal Justice Academy within six (6) months of hire. Must possess national executive-level certification (CJM, CJE, CCE, CCHP, NCCE) or obtain certification from ACA, AJA, NSA, NCCHC, or NIJO within six (6) months of hire.
EXPERIENCE REQUIREMENTS:
A minimum of fifteen (15) years of experience within a correctional environment is required, including at least five to seven (6-8) years in a leadership or managerial capacity as a captain or higher, overseeing a detainee population of seven hundred (700) or more. Experience working in a detention facility is required.
Compensation Range: $92,354.66 - $147,642.79
