ASSISTANT COMMISSIONER

Chicago Department of Public Health

(Syndemic Infectious Diseases)

Under direction, this class is managerial in nature and accountable for senior manager level functions, duties and responsibilities and part of a city department's executive level staff. The position manages a major program or has direct responsibility for an operational or administrative work section within a department's organization; and performs related duties as required

ESSENTIAL DUTIES
• Responsible for management of multiple grants from Federal, state and corporate entities by developing new or revising existing program operations to improve and expand SID Bureau services aligned to the CDPH
• Coordinate, draft and oversee the competitive bid solicitations, negotiate contracts, writing/submission of grant proposals and present to the executive team within Department for final approvals and coordinate with CDPH finance and grant administrations.
• Monitors performance against goals and objectives, expenditures and evaluating programs for deficiencies and accomplishments.
• Ensures performance data deliverables are quality assured and reported in timely manner.
• Coordinates work efforts with management in developing strategic plans and implementing changes in staffing including hiring, right sizing operating procedures, and work processes designed to improve the administration of programs in SID Bureau, increase operational efficiencies and accomplishments aligned to CDPH.
• Functions as the head of SID's operational division accountable for the management of the organization's work operations, direction and oversight of staff, and control of budgetary and administrative functions.
• Manages functions including budget preparations and grant funding, human resources, labor relations, finance and accounting, contracts administration and purchasing, accounts payable and inventory management, computer support, and office management activities.
• Prepares comprehensive reports, dashboards, and briefings for SID Bureau and departmental leadership
• Serves as a liaison with departments, governmental agencies (CDC, HRSA, HUD), and private consultants participating in SID collaborative projects
• Stays abreast of relevant laws and regulations pertinent to SID program operations
• Additional duties may be assigned by Deputy Commissioner as required for this position.

Qualifications

Nine (9) years of experience related to the responsibilities of the position, of which at least two (2) years must be in a supervisory or supervisory-equivalent role as defined below by any of the following:

  • direct supervision of staff (e.g., assigning and reviewing work, approving time off requests, preparing performance evaluations, hiring and discipline, etc.);
  • working as a project or program manager;
  • performing functional oversight (e.g., coordinating or directing the work of others, working as a senior or team lead); OR


Graduation from an accredited college with an Associate's degree in a field related to the duties performed, including seven (7) years of work experience related to the position, of which at least two (2) years must be supervisory or supervisory-equivalent role as defined below by any of the following:

  • direct supervision of staff (e.g., assigning and reviewing work, approving time off requests, preparing performance evaluations, hiring and discipline, etc.)
  • working as a project or program manager;
  • performing functional oversight (e.g., coordinating or directing the work of others, working as a senior or team lead); OR


Graduation from an accredited college or university with a Bachelor's degree in a field related to the duties performed, including five (5) years of work experience related to the position, of which at least two (2) years must be supervisory or supervisory-equivalent role as defined below by any of the following:

  • direct supervision of staff (e.g., assigning and reviewing work, approving time off requests, preparing performance evaluations, hiring and discipline, etc.)
  • working as a project or program manager;
  • performing functional oversight (e.g., coordinating or directing the work of others, working as a senior or team lead); OR


Graduation from an accredited college or university with a Master's degree or higher in a field related to the duties performed, including four (4) years of work experience related to the position, of which at least two (2) years must be supervisory or supervisory-equivalent role as defined below by any of the following.

  • direct supervision of staff (e.g., assigning and reviewing work, approving time off requests, preparing performance evaluations, hiring and discipline, etc.)
  • working as a project or program manager;
  • performing functional oversight (e.g., coordinating or directing the work of others, working as a senior or team lead)
