Description

Reporting to the Vice President of Finance and Operations, the Associate Vice President for Capital Planning and Facilities (AVP) is responsible for directing and coordinating the daily operations and developing plans for all campus facilities to support the academic and service mission of the University. Responsibilities include professional design development, construction, renovation of campus facilities, and maintenance of the same, as well as other vital campus services as assigned. Acts as agent for the University when coordinating work of internal facilities and planning offices and external contractors. Additionally, the AVP will play an important role in maintaining and establishing policies and procedures related to capital planning and maintenance. The AVP is the executive leader for up to 200 facilities positions and a budget of over $12 million per year.
Examples of Duties

Supervise Facilities and Planning Operations (FPO) administrators responsible for campus projects, identify and champion the needs for FPO as part of the campus Senior Leadership Team, and help university leaders prioritize campus capital projects and maintenance.

Focus on continuous improvement operations to ensure cost-effective solutions are used to maintain campus beautification, cleanliness, ensure mechanical systems are in place to support campus operations, and "manage by walking around," to ensure accessibility to FPO staff, campus stakeholders, and complete understanding of campus names

Serve on campus committees that require space or facilities input, or that are created to improve facilities and planning operations. Understand and, as necessary, work with the Memo of Understanding and the Bargaining Unit.

Determine the most appropriate structure for university FPO, including degree of outsourcing where appropriate, services to provide to campus with most appropriate chargeback rates, and structure quickest response rates for requests for services.

Ensure compliance with applicable federal, state, and local regulation related to facilities code and other applicable legislation and regulations.

Other capital planning, facilities-related, and university service duties as assigned.

Typical Qualifications

Education:
  • Bachelor's degree in Construction Management, Engineering, Architecture, Facilities Planning or Management, or related field required.
  • An advanced degree and/or professional certifications in Engineering, Architecture, Management, or a related field are preferred.

Experience:
10 years of progressively responsible experience in facilities management and capital planning across multiple phases of facilities services, construction, capital planning, and administration, with at least 6 years in a management/supervisory role.

Knowledge, Skills, & Abilities:
Knowledge: Expert knowledge of facilities planning, management, design, and construction; project and personnel management; capital planning principles and practices; and financial management is required.
Skills: Demonstrated ability to lead through influence and collaborate across multiple stakeholder groups. Must have excellent administrative and supervisory skills and strong written and oral communication skills, including executive-level briefings and presentations.
Abilities: Ability to respond effectively to inquiries or complaints from internal/external customers, regulatory agencies, and community partners. Ability to read, analyze, and interpret technical publications, financial reports, and legal documents. Ability to negotiate contract terms and manage vendor performance. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret technical instructions. Ability to manage multiple priorities and make sound decisions amid ambiguity. Proficiency with standard office software and equipment; ability to leverage data to manage performance.
Licenses and Certifications
Preferred professional certifications might include, but are not limited to: Project Management Professional (PMP), Professional Engineer (PE), Certified Facilities Manager (CFM), or Registered Architect (RA).
Supplemental Information

Supervisory Responsibilities:
