POSITION SUMMARY:

The Associate Program Director - is responsible for the daily operations of all therapy services provided at the Orthopedic and Sports Therapy Institute - San Benito. This includes management of all administrative, technical and clerical operations to ensure quality, access and budget goals are achieved. Essential functions of this position include planning, leading, organizing, directing and evaluating the delivery of therapy services. The Associate Program Director - provides and supervises a full range of physical therapy services including assessment, treatment planning and therapeutic interventions consistent with the position's qualifications, professional practices and standards. The Associate Program Director - demonstrates accountability for and contributes to program development, quality improvement, and productivity enhancement. This role coordinates, delegates and supervises responsibilities assigned to Physical Therapists and supportive staff (Physical Therapist Assistants, Billing Staff, Front Office Staff, Therapy Technicians). Provides input in formulating budget, assists in evaluating department performance versus budget controls and takes appropriate action to remain in budget guidelines. Ensures that all Physical Therapy documentation and coding is accurate, compliant, and entered on a timely basis. Participates in all infection control, department equipment training, regulatory compliance training, organizational safety and fire programs. Collaborates with the Director, DHR administration, and physicians to develop strategic plans for the Therapy service line. The Associate Program Director - maintains efficient and effective operations while requiring compliance with all state, federal and local regulatory laws, standards and protocols.

POSITION EDUCATION/ QUALIFICATIONS:
• Graduate of accredited school of Physical Therapy required
• Current and active Physical Therapy License with the State of Texas required
• BLS Certification is required
• Ability to read, write, and speak English
• Ability to communicate clearly and concisely with all levels of rehabilitation, administration and physicians
• Excellent customer service skills
• Computer skills required with knowledge of Microsoft Office Suite
• Bilingual - English/Spanish preferred

JOB KNOWLEDGE/EXPERIENCE:
• Three (3) years experience in orthopedics is strongly preferred.
• Knowledge of disease processes and related causative factors
• Knowledge of orthopedic and sports physical therapy.
• Strong business and management skills
• Understands and effectively seeks physician's input and values and integrates ideas for the development of the program.
• Knowledge of rehabilitation machine operation, maintenance and repairs of same
• Knowledge of rehabilitation modalities, human anatomy and physiology
• Knowledge of infection control, sterile technique and related impact on rehabilitative medicine practice and equipment.
• Ability to maintain control and respond calmly and positively during crisis situations (i.e. Code Blue)
• Demonstrated knowledge of operations and healthcare management, TJC and other local, state and federal regulations

Responsibilities:

POSITION RESPONSIBILITIES:
• Promotes the facility mission, vision and values by effectively communicating them to others. Considers mission, vision and values in developing services, standards and practice
• Works effectively to develop growth/business strategies for the Orthopedic & Sports therapy program.
• Directs and manages the delivery of therapy services and patient care which are integrated with business plans and meet or exceed cost, quality, clinical, and utilization standards and performance measures.
• Ensures that services meet members', physician and internal clients' needs in a changing, competitive health care market.
• Manages and operates equipment safely and correctly. Maintains department cleanliness and safety. Complies with ongoing departmental inspections of equipment and physical space, makes recommendations regarding equipment utilization and needs.
• Directs and ensures continuous improvement of all clinical practices, services, and operations by managing the design and implementation of systems, processes, and methods to evaluate and improve patient care across the continuum of care.
• Plans, develops, and/or directs the implementation of service area and/or divisional initiatives within service line or service area which develop and share best practices and standards of care.
• Responsible for the supervision of Physical Therapy staff, including Physical Therapists, Physical Therapist Assistants, Front Office Staff, Billing Staff, and Technicians.
• Conduct initial assessment. Choose appropriate assessment tools, adaptive equipment and material used in the assessment based on the age and developmental level of the patient.
• Patient assessment is completed and in the medical record as outlined in policy & procedure. Data is recorded in the appropriate areas.
• Develop individualized treatment plans. Short and long term goals are written objectively and are measurable and updated weekly.
• Time frame for goal achievement is documented.
• Interventions are selected/documented based on assessment results and are appropriate for age, cognitive abilities and/or development level of the patient.
• Interventions are selected/documented and applied to support the transdisciplinary rehabilitation plan as evidenced by goal achievement.
• Consults with patient's physician regarding referrals for other services as needed.
• Patient response to the treatment plan is evaluated as evidenced by patient achievement of goals and/or goal revision, the treatment plan is updated as needed and/or on a weekly basis.
• Information is provided to patient/family regarding current status, program planning and discharge plans throughout the rehabilitation program.
• Daily progress notes and discharge summaries are completed according to policy & procedure.
• Integrates family members into the treatment, educational and discharge planning process for a safe transition home, and to ensure continued care needs are met.
• Participates in clinical staffing and provides/seeks input to/from others on patient care.
• Function as a resource for and provide team members with in-service/cross-training on hand therapy knowledge and skill areas.
• Participate in quality management activities. Attend meetings and uses reports/data to improve quality of care delivered. Submits data as requested.
• Participate in continuing education/professional development activities. Attends external professional growth activities as scheduled and communicates information to the team.
• Assist with the development of student programs as requested. Students are provided education coordinator/instruction as needed.
• Attends and participates in community education/promotional activities as requested.
• Maintain competency, licenses/ certifications, and memberships in applicable professional organizations.
• The competency/skills assessment is satisfactorily completed annually.
• Directs budget management and resource allocation; manages financial performance and identifies and implements strategies to reduce costs and improve quality of care and service.
• Manages requests for new expenditures by careful evaluation of ROI (return on investment) and timeliness of requests.
• Manages and resolves human resource, labor relations, employee and department safety, and risk management issues
• Acts as effective member of the leadership team by working collaboratively and communicating effectively with other team members and their respective department staff. Respects and supports the decisions of Leadership.
• Assists Director with Hires, fires, and disciplines as part of performance management.
• Directs compliance with administrative, legal, and regulatory requirements of governmental and regulatory agencies.
• Other duties as assigned per Director.
