Associate Manager, Commercial Energy (Load Management - East Delivery)
Hybrid - Columbia, MD or Reston, VA

We are seeking an Associate Manager for our Utility Programs and Services (UPS) Load Management East Delivery team to manage implementation, client delivery, and strategic support for demand response and distributed energy resource programs across the Mid-Atlantic subregion. This role will help maintain strong program performance, lead utility program delivery for select clients, manage team members, contribute to business development, and develop recommendations for clients and internal leaders based on program results and broader industry trends.

This is hybrid position that would also require the selected candidate to be in the local ICF office 1 - 3 days a week.

The Associate Manager will work closely with Load Management Delivery leadership, client portfolio leads, program teams, cross-functional operations staff, and technical partners to deliver consistent, high-performing programs for multiple utility clients. The Associate Manager will support the following responsibilities:
  • Manage delivery of demand response programs, including performance tracking, client deliverables, forecasting, reporting, issue resolution, and coordination across internal teams and subcontractors.
  • Oversee residential and commercial load management implementation activities, including enrollment, event readiness, customer and contractor coordination, incentive processing, and operational follow-through.
  • Lead internal and external program meetings by preparing concise updates, facilitating discussion, documenting decisions, and tracking action items.
  • Coordinate with customer care, marketing, IT, analytics, engineering, rebate processing, and subcontractor teams to ensure timely and accurate program delivery.
  • Develop polished client deliverables, regulatory filing inputs, executive summaries, presentations, forecasts, and operational updates in coordination with portfolio leadership.
  • Analyze program performance, regulatory developments, market activity, and industry trends to identify risks, opportunities, and practical recommendations for internal leadership and utility clients.
  • Manage direct reports and matrixed delivery staff, including workload planning, prioritization, coaching, performance feedback, and professional development.
  • Support staff onboarding, workflow documentation, role clarity, and continuous improvement to strengthen delivery consistency across programs.
  • Support business development through proposal development, scope drafting, pricing inputs, solution design, client research, and coordination with capture and account teams.
  • Coordinate IT, reporting, analytics, and operational systems support for assigned programs.
  • Support data access, systems requirements, issue tracking, user acceptance testing, monthly reconciliation, invoice review, and client reporting processes.
  • Maintain shared program resources, process documentation, and standard operating procedures to support consistent delivery across teams.
  • Support budget management, invoicing, subcontractor coordination, change orders, and scope compliance for assigned programs.
  • Manage team bandwidth, staffing plans, priorities, and resource needs; adjust delivery strategies as workloads, client needs, industry trends, and business development demands change.
  • Travel Requirements: Must have reliable vehicle for local travel up to 10% of the time for site visits, meetings and events (mileage reimbursement provided). This is hybrid position that would also require the selected candidate to be in the local ICF office 1 - 3 days a week.


What we need you to have (minimum qualifications):
  • Bachelor's Degree (or applicants can substitute one year of related experience for one year of education)
  • 3+ years of experience supporting, developing, or administering successful demand side management or utility programs and/or related experience
  • Must be able to pass a background check, have a valid driver's license, and successfully pass a Motor Vehicle Records (MVR) check and drug screening

What we would like you to have (preferred skills):
  • Knowledge of the utility and energy efficiency, demand response, and distributed energy resource programs and markets
  • Certifications related to operational excellence (PMP, Six Sigma, etc.) and/or industry specific certificates (LEED, BPI, RESNET, etc.)
  • Sound business ethics, including the protection of proprietary and confidential information
  • Ability to work with all levels of internal staff, as well as outside clients
  • Superior interpersonal skills including courtesy, professionalism, and a cooperative attitude
  • Strong project management skills
  • Outstanding analytical skills and attention to detail
  • Advanced MS Excel experience and skills
  • Excellent verbal, interpersonal, and written communication skills
  • Timeliness and strong work ethic

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:
$81,499.00 - $138,549.00
