Purpose of Position

The Associate Director of Systems Analytics provides systemwide leadership for the implementation, optimization, and strategic use of procurement and spend analytics technologies across The University of Texas System. This role leads the rollout of Jaggaer's Procure to Pay (P2P) tools across UT academic and health institutions and provides day to day oversight of implementation partners to ensure timely, high quality delivery. The position is responsible for driving standardized procurement processes across the UT System while advancing industry leading best practices, data driven decision making, and measurable value through strategic sourcing initiatives.

Essential Functions
  • Leverage enterprise-wide data analytics to identify, analyze, and report on strategic sourcing opportunities across UT System institutions.
  • Develop and maintain market intelligence capabilities that can be shared across UT institutions and the SCA to support strategic sourcing decisions and ongoing operational needs.
  • Partner with procurement leaders across UT academic and health institutions to identify new strategic sourcing opportunities and to develop and deliver ongoing savings tracking and performance reports.
  • Identify and advance spend aggregation opportunities across Alliance and UT Systemwide contracts to maximize economies of scale and contract utilization.
  • Lead the development and implementation of a consistent, systemwide approach for posting Requests for Proposals (RFPs) across UT institutions.
  • Lead the implementation of a standardized UT System approach for storing, managing, and accessing procurement contracts within a centralized contract repository.
  • Lead the implementation, administration, and ongoing maintenance of the Spend HQ spend analytics platform, ensuring data integrity, usability, and value realization.
  • Lead the redesign and ongoing management of the Strategic Contracting Alliance (SCA) public facing website to improve transparency, accessibility, and stakeholder engagement.
  • Build and sustain strong, cross functional partnerships with internal and external stakeholders to advance collaborative, data driven procurement strategies across the UT System.

Required Qualifications
  • Bachelor's degree in business administration, Supply Chain Management, Information Systems, Analytics, Public Administration, or a related field;
    10 years of significant progressively responsible experience in business operations, procurement, supply chain, enterprise systems, analytics, or a closely related function; OR
  • Master's degree in business administration, Supply Chain Management, Information Systems, Analytics, Public Administration, or a related field;
    8 years of significant progressively responsible experience in business operations, procurement, supply chain, enterprise systems, analytics, or a closely related function;
AND,
  • Proven experience leading enterprise wide or multi-unit system implementations or major operational programs, with responsibility for planning, execution, governance, and outcomes;
  • Experience developing and implementing standardized business or procurement processes across decentralized or federated organizations; and
    2 years of supervisory experience.
Preferred Qualifications
  • Master's degree in business administration, Supply Chain Management, Analytics, Information Systems, or Public Administration.
  • Experience implementing, administering, or optimizing Procure-to-Pay (P2P), eProcurement, ERP, or related enterprise business systems in a complex organizational environment.
  • Experience implementing, administering, or optimizing Jaggaer, spend analytics platforms, or comparable procurement technologies.
  • Experience in higher education, healthcare, government, or other complex public-sector environments, preferably within systemwide, shared-services, consortium, or alliance-based operating models.
  • Demonstrated success leading institutional change management initiatives, including stakeholder engagement, training, communications, and adoption measurement.
  • Professional certifications related to project management, supply chain, procurement, or process improvement (e.g., PMP, CPSM, Lean Six Sigma).
  • Demonstrated management experience (typically five (5) or more years) with responsibility for leading professional staff, cross functional teams, or complex, multi organizational initiatives.

Additional Information

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to a minimum of 20 hours per week and at least 135 days in length. Participation in TRS is mandatory.
