Primary Purpose of Position

Provides leadership and operational management for PaTS event services and coordinates parking/transportation operations. The position translates departmental policies and strategic direction into executable operating plans, coordinates staff and resources across PaTS functions, and serves as the primary operational point of accountability for University events requiring parking, transportation, traffic, shuttle, pedestrian, or related mobility support.

Summary of Position Responsibilities

The Associate Director
  • Leads the planning, coordination, and execution of parking and transportation services for University special events, athletics, commencement, major campus programs, and other high-impact events.
  • Develops event-specific parking, transportation, traffic, shuttle, pedestrian, access, and customer-service operating plans in coordination with campus partners and event organizers.
  • Serves as the primary PaTS operational liaison for major & high-profile events for campus event planners, Athletics, University departments, Facilities Management, University Police/public safety partners, vendors, and other stakeholders.
  • Oversees event staffing, post assignments, equipment, barricades/signage, parking controls, shuttle resources, traffic operations, and other PaTS resources necessary for successful event execution, carried out by the PaTS events manager and staff.
  • Oversees event operational timelines, readiness checkpoints, pre-event briefings, and day-of-event communication protocols.
  • Directs or coordinates field operations during major & high-profile events and responds to changing conditions, congestion, incidents, weather, attendance, transportation demand, and other operational issues.
  • Coordinates event parking inventory, access requirements, reserved areas, permits/credentials, guest parking, VIP requirements, employee/student impacts, and temporary operational changes.
  • Coordinates event transportation and shuttle requirements with the appropriate PaTS personnel and service providers.
  • Coordinates event-related parking and transportation communications with Business Services Marketing and Communications and other University communications partners.
  • Develops and maintains standard operating procedures, event templates, checklists, maps, staffing plans, and operational playbooks for recurring and major events.
  • Leads post-event reviews and after-action reports; identifies service, safety, staffing, technology, customer-service, and process improvements and tracks implementation.
  • Monitors operational performance and recommends changes to processes, procedures, staffing models, technology, equipment, and resource allocation.
  • Coordinates with the Assistant Director on parking enforcement, maintenance, facilities, equipment, access/control systems, signage, and infrastructure required for events.
  • Coordinates with the Director on major events, emerging risks, policy implications, significant resource needs, contractual issues, and issues requiring executive-level decisions.
  • Provides operational leadership for PaTS during periods of unusually high demand or other conditions requiring coordinated deployment of parking and transportation resources.
  • Participates in departmental strategic planning and helps translate long-range PaTS goals into operational standards and measurable service outcomes.
  • Assumes the duties of the Director of PaTS in the Director's absence when designated.


Minimum Education/Experience

A bachelor's degree with a combination of eight (8) years of progressive Parking & Transportation management experience with five (5) years in a University setting will be considered.

Preferred Education, Knowledge, Skills and Experience
  • Proven track record of accomplishments in managerial positions in parking and transportation.
  • Financial and budget management experience.
  • Ability to effectively lead a large staff both directly and through other managers; knowledge of human resources practices.
  • Knowledge of applicable laws, regulations, and codes and willingness to embrace and implement industry best practices.
  • Strong analytical, problem-solving, and verbal/written communication skills.
  • Commitment to customer service and satisfaction.
  • Ten (10) years of progressive Parking & Transportation management experience, with five (7) in a University setting
  • Experience with transportation demand management (TDM)
  • Experience with parking management software and creation of ad hoc reports
  • Experience with operating systems driven by license plate recognition, virtual parking permits, and electronic citations.
  • Strong knowledge of parking and transportation industry technologies and best practices
  • Project Management certification and/or experience with design and construction of parking structures and lots
  • Process Improvement certification or experience
  • Minimum of 3 years of long-term strategic planning experience
  • Experience with sustainability initiatives in relation to Parking & Transportation Service
