Job Description

The Associate Chief Medical Officer helps to lead execution of the clinical and operational portfolio for Atlantic ACO and Optimus Healthcare Partners (OHP). Reporting to and partnering closely with the CMO, the ACMO shares ownership of the design, build, and performance of the provider-facing technology, incentive models, clinical programs, and data assets through which that strategy is delivered.

STANDING ACCOUNTABILITIES

Provider-Facing Technology and Workflow

Share in the ownership of the evaluation, co-design, and implementation of the technology through which Atlantic ACO reduces provider burden and re-engineers clinical workflow. Partner with vendors and internal teams on technical design, development operations, and the analytics that demonstrate impact.

Incentive and Compensation Model Design

Assist in the design and maintenance of the models through which practices, providers, and care teams are measured and rewarded ensuring alignment between practice behavior, payer contract performance, and the ACO's financial objectives.

Clinical Programs and Population Health

Lead the ACO's behavioral and social health portfolio and the population health management function, including the evaluation of ACO needs for population health managers, care management, and the centralization of services.

Payer Performance and Mandatory Reporting

Own mandatory quality reporting across Medicare and commercial lines and the monitoring and improvement of performance against each payer contract, escalating contract-level issues to the CMO for negotiation and remediation.

Data, Analytics, and Reporting Operations

Direct the ACO's data and analytics operations - the teams, resources, source systems, and reporting through which population health performance is measured. Work with the CMO on the enterprise data platform, governance, and vendor relationships.

KEY PRIORITIES

Priority 1 - Addressing Administrative Burden: Technology, AI, and Workflow Re-Engineering
  • Evaluate and participate in the design of generative AI analytic tools, agents and technologies that improve ACO practice efficiencies and reduce administrative burdens.
  • Support the use and expansion of Innovaccer, InNote CoPilot, and Epic CoPilot.
  • Referral Management product -participate in the internal technical design and/or selection of a referral management product for ACO practices. Oversee development, implementation, operations, and impact analytics.
  • Oversee unburdening of providers/practices from prior authorization and precertifications
  • Oversee the integration of Scribe technologies within ACO practices.

Priority 2 - Intentional and Intelligent Growth: Incentives and Compensation
  • Refine and promote the Performance Improvement Incentive Program model (PIIP).
  • Hybrid primary care payer compensation models - capitation and fee-for-service.
  • Develop meaningful ways to recognize and reward practice care teams.
  • Engagement scores - features and criteria.
  • Specialty incentives and recognition.

Priority 3 - Performance Alignment: Clinical Programs and Payer Results
  • Behavioral and social health portfolio.
  • Population health managers (PHMs) roles, responsibilities and performance/impact.
  • Evaluate ACO needs for PHMs, Case Managers, and centralization of services.
  • Mandatory payer reporting - Medicare CQM, eCQM, Medicare Advantage, and Commercial SDR.
  • Per-payer performance monitoring, modeling, and improvement.

Priority 4 - Data, Analytics, and Reporting
  • Collaborative partnership with:
  1. ACO Data Analyst(s)
  2. Epic Report Team
  3. Service Line/Institution Performance
  4. Medical Brain
  5. Feel Better pharmaco-analytics
  6. Behavioral Health/SDOH Interventions
  7. Dementia/Neurodegenerative Vendor
