General Statement of JobUnder the general direction of the Zoning Manager, the Assistant Zoning Manager performs advanced professional, technical, and supervisory work in administering and enforcing the City's Code of Ordinances, including the Land Development Regulations (LDR) and other applicable regulations governing land development and use. The position assists in managing the City's zoning review process by overseeing the review of complex and routine zoning applications, building permits, and business tax and licensing submissions to ensure compliance with applicable regulations.
The Assistant Zoning Manager supervises Zoning Officers and Zoning Technicians, providing leadership, guidance, and oversight to support efficient operations and high-quality customer service. The position works closely with applicants, property owners, residents, City staff, and land development professionals to provide technical guidance, interpret zoning regulations, resolve complex issues, conduct field inspections, and exercise sound professional judgement in the application of zoning requirements. The Assistant Zoning Manager also serves as the Department's liaison to advisory boards, delivers presentations at public meetings, and completes special projects as assigned. This position will also serve as the City's Certified Floodplain Manager, administering the City's floodplain management program.
Essential Functions - Assists the Zoning Manager in managing and overseeing the overall zoning and related review processes, exercises delegated authority to approve related items including platting and subdivision, certificates of use, variances, appeals, and similar applications, and zoning compliance review of building permits, etc.
- Serves as the primary supervisor of Zoning Officers and Zoning Technicians, exercising responsibility for planning, assigning, directing, reviewing, coaching, evaluating, and adjusting daily and long-term work priorities, schedule, and recommending personnel actions in accordance with City policies.
- Plans, assigns, oversees, and reviews the work of assigned staff, ensuring tasks are completed accurately, efficiently, and in accordance with operational standards.
- Performs and oversees highly complex zoning compliance reviews of building permits, certificates of use, and business tax receipts, ensuring compliance with municipal code, policies, and regulations, including the development and implementation of application processing and records management procedures.
- Interprets the Land Development Regulations (LDR) provisions and recommends amendments or improvements.
- Exercises delegated authority to make final zoning determinations and approve zoning applications, permits, business tax receipt reviews, and other development-related approvals in accordance with the City's Land Development Regulations, Code of Ordinances, and departmental policies.
- Serves as a technical resource for applicants, City staff, and the public by resolving questions and issues related to development applications, explaining zoning requirements and review procedures, and facilitating the timely processing of development applications.
- Drafts staff recommendations and/or reviews and approves the recommendations of others on zoning applications, including variance applications, as well as site plans and platting applications.
- Assists and directs Zoning Officers and Zoning Technicians in resolving technical and procedural issues in zoning applications and compliance reviews to ensure consistent applications of codes and requirements.
- Serves as the FEMA Community Rating System (CRS) Coordinator, including managing and coordinating all aspects of the City's participation in the CRS, and represents the City in coordination with the County, State, and federal governments with respect to the CRS and flood prevention/protection regulations.
- Serves as a staff liaison for the Community Appearance Board and the Palm Beach County Community Rating System Committee, including the preparation of written reports and oral presentations.
- Responsible for scheduling and agenda preparation for the Community Appearance Board, serves as the board's zoning subject matter expert at meetings, and supports the board's chair in meeting facilitation.
- Prepares presentation materials and presents findings and recommendations to the Department, advisory boards, and City Council, and attends evening meetings.
- Provides public information; meets with the public; and represents the Department at public meetings, schools, homeowner association meetings and other meetings where City planning and zoning matters are discussed, including development applications.
Related tasks:
- Conducts research and analysis related to physical, social, and economic issues; and prepares technical studies and reports for the City Council, Planning and Zoning Board, and other boards and commissions.
- Conducts on-site field visits and inspections of properties.
- Conversant with the City's Comprehensive Plan and Land Development Regulations, including their relationship to land development matters, and prepares text amendments and updates to the Plan and the City's code.
- Certifies, processes, and maintains letter of map amendments (LOMA) and conditional letters of map amendment (CLOMR) applications and associated letters of determination from FEMA.
- Reviews development applications (planning), including site plans, plats, and abandonments for conformance with all applicable requirements.
- Prepares staff comments and recommendations on development applications to the Planning Advisory Review committee.

- Making sound technical decisions and exercising independent judgment in the review and approval of zoning applications.

- General research methods, including the ability to perform data research, investigation, and verification
- Modern GIS concepts and analytical techniques, including working with GIS databases and feature layers

Minimum and Preferred Qualifications - Bachelor's degree from an accredited college or university in Urban or Regional Planning or related field.
- Three (3) years of professional planning experience, including zoning enforcement, interpreting and applying LDRs to complex site-specific requests, certificate of use regulation, as well as experience reviewing mixed-use and/or multi-story development.
- Valid State of Florida Class "E" driver's license
Additional experience is accepted as a minimum requirement in lieu of the postsecondary degree on the following basis: an additional four (4) years, in lieu of the bachelor's degree
PREFERRED QUALIFICATIONS:
- Master's degree from an accredited college or university in Urban or Regional Planning or related field
- One (1) year of experience with independently reviewing complex zoning applications, including new mixed-use and/or multi-story development, architectural review, and development located within a floodplain.
- American Institute of Certified Planners (AICP) certification.
- Certified Floodplain Manager (CFM) certification.
SPECIAL REQUIREMENTS:
- Ability to obtain Certified Floodplain Manager (CFM) certification within 12 months of the date of hire.

BENEFITS SUMMARY
Full-Time Non-Bargaining Employees ANNUAL LEAVE: Shall accrue prior to an employee attaining permanent status in the classified service and may be used after six (6) months of employment at the sole discretion of the Department Head, but it shall not be paid out upon resignation or termination unless the employee has attained permanent status (one full year). The maximum accrual is 360 hours.

CASH OUT OF ANNUAL LEAVE: Employees who have attained permanent status shall be permitted to cash out up to forty (40) hours of accrued and unused Annual Leave, either in a single lump sum payment or two or more partial payments, each fiscal year.
SICK LEAVE: 8 hours per month. Any hours in excess of 960 will be paid off annually at 50%. Upon retirement, employees with a minimum of 5 years continuous service will receive 50% of sick leave balance. Termination for reasons other than retirement shall be entitled to payment for accrued, but unused sick leave, as follows:
