Job Summary

The Assistant Vice President (AVP) for Environmental Health and Safety (EHS) provides leadership for all environmental health and safety matters at the University. Harmonizes environmental, health, and safety program objectives with the strategic aims of the University. Articulates a vision for continuous improvement of University environmental health and safety programs, safety culture, and accident/injury experience. Interacts with regulatory agencies on behalf of the University with respect to environmental, health, and safety regulatory matters. Leads, guides, and directs the implementation of the University's environmental, health, and safety programs. Develops strategic partnerships with senior leadership, faculty, staff, students, the research community, and other constituencies to ensure the safety and regulatory compliance of the University's education, research, and clinical missions.

Responsibilities

The duties include, but are not limited to:

UNIVERSITY-LEVEL RESPONSIBILITIES AND DUTIES:

Facilitate safe and compliant conduct of education, research, and at the University.

Articulate and champion a strategic vision for continuous improvement of university environmental health and safety programs, safety culture, and accident injury experience.

Harmonize environmental, health, and safety programs with the strategic aims of the University.

Lead, guide, and direct the University's environmental, health, and safety programs.

Recognize emerging safety issues and regulatory challenges and work to proactively and seamlessly prepare the University to address them.

Work cooperatively with government, industry, and the academic community to develop reasonable and cost-effective environmental health and safety legislation and regulation.

Interact with regulatory agencies on behalf of the University with respect to environmental, health, and safety requirements.

Promote environmental health and safety awareness among all faculty, staff, and students and provide appropriate resources for training and program implementation.

Influence the University's overall compliance mission through membership on the University Compliance Steering Committee.

Communicate environmental, health, and safety issues to senior leadership.

Provide guidance and recommendations for response to emergency events affecting the University.

COLLABORATION RESPONSIBILITIES AND DUTIES:

Collaborate with faculty and staff on environmental, health, and safety issues through sponsorship, administrative support, and membership on discipline-specific safety committees, including:

University Safety and Emergency Preparedness Committee

Institutional Chemical Safety Committee

Institutional Biosafety Committee

Radiation Safety Committee (University)

Indoor Environmental Quality Working Group

Pre-construction Risk Assessment/Infection Control Risk Assessment

Form strategic alliances with Public Safety, Critical Event Preparation and Response (CEPaR), Human Resources, Facilities, and other University organizations to meet specific safety objectives.

Work cooperatively with Facilities Management on the design, construction, and maintenance of structures and infrastructure systems relative to environmental health and safety requirements.

Provide professional consultation to internal and external constituencies.

DIVISION RESPONSIBILITIES AND DUTIES:

Provide leadership to the of Environmenal, Health, and Safety Division departments, including Chemical Safety Programs, Biological Safety Programs, Fire Safety Programs, Radiation Safety Programs, and Industrial Hygiene and Safety Programs.

Manage the EHS Division, including the hiring, professional development, compensation, classification, and performance management of employees.

Establish the EHS Division human and financial resource requirements and obtain adequate funding to meet them.

Publish EHS policies, procedures, instructions, and guidance.

Maintain licenses and permits for air emissions, radioactive materials, and hazardous waste generation and storage.

Establish and maintain hazardious waste disposal programs for chemical waste, readioactive waste, and universal waste.

Establish safety and compliance metrics, analyze safety data, identify tends, and publish reports.

Provide environmental, health, and safety training to the work force.

Conduct job site surveillances, including Laboratory Assistance Visits and Environmental Audits, to measure the effectiveness of safety programs and take appropriate action to identify and mitigate weaknesses.

Communicate environmental, health, and safety information to internal and external constituencies.

Maintain records to demonstrate regulatory compliance for EHS programs.

Immediately suspend operations that threaten personnel safety, property, or the environment.

Maintain EHS response capabilities for emergency events.

OTHER DUTIES AS ASSIGNED:

Perform all other duties as assigned.

Required Qualifications

Master's degree from an Accredited College or University in the physical sciences, engineering, environmental management, or related field.

Professional certification in an EHS discipline, such as Certified Safety Professional, Certified Industrial Hygienist, Certified Biological Safety Professional, or Certified Health Physicist.

Ten (10) years of environmental health and safety experience.
Five (5) years of supervisory experience.

Preferred Qualifications

Doctoral degree from an Accredited College or University in the physical sciences, engineering, environmental management, or related field.

Experience managing EHS programs in an academic/medical setting.

Knowledge, Skills, & Abilities

KNOWLEDGE
Broad understanding and general knowledge of federal and state laws and regulations governing environmental health and safety.
Specific, expert knowledge in one of the EHS disciplines, including chemical safety, industrial hygiene, occupational safety, radiation safety, biological safety, or fire safety.
An understanding of the internal environment and organization of the academic, and research institution.
An understanding of the external environment, including the community, similarly situated institutions, and state and federal agencies.
Knowledge of environmental management systems, safety culture, and behavior-based safety models.
Business acumen to manage the EHS division financial and human resources and university-owned real and physical property.
Working knowledge of databases, spreadsheets, and Microsoft Office Suite.

Shift/Salary/Benefits

Shift: Days; M-F (Work outside of normal business hours may be required)

Pay Band: B18

Salary: $125,900.00/Annually-$142,600.00/Annually

Salary to be commensurate with qualifications of the selected candidate within the established range (generally minimum-midpoint) of the position
