Job Summary The Assistant Vice Chancellor for Workforce and Community Engagement provides senior leadership for the execution, integration, and organizational effectiveness of the Office of Workforce and Community Engagement.
Department Specific Responsibilities
- Reports to and works in close partnership with the Vice Chancellor, the Assistant Vice Chancellor serves as the Office's primary integrator, translating strategic direction into coordinated action and ensuring that people, priorities, systems, and resources are aligned to achieve measurable results.
- Plays a significant role in advancing OWCE's work across IU Indianapolis and externally.
- Leads complex initiatives requiring coordination across schools and administrative units, supports organizational change, manages selected employer and community relationships, and helps build the systems and infrastructure necessary for IU Indianapolis to engage partners more consistently and effectively over time.
- Provides leadership, management, and accountability for OWCE, ensuring that people, functions, and resources are aligned around shared priorities and outcomes.
- Supervises and supports leaders responsible for Operations, Marketing and Communications, and Research and Development while maintaining clear functional ownership and subject-matter leadership within each area.
- Translates strategic direction into organizational priorities, annual goals, clear ownership, work plans, milestones, and measurable outcomes.
- Coaches and develops leaders and staff, establishes clear expectations, provides feedback, and strengthens individual and team performance.
- Identifies and removes barriers affecting performance and helps leaders resolve issues requiring cross-functional, executive, or university-level coordination.
- Fosters shared accountability for Office-wide outcomes and a culture of trust, collaboration, initiative, continuous learning, and excellence.
- Partners with Finance and Human Resources leadership on resource planning, staffing, organizational capacity, talent development, and financial stewardship.
- Partners with the Vice Chancellor and Finance to drive revenue generation, specifically grant proposals that sustain workforce development initiatives and sector-based talent pipelines.
- Partners with the Vice Chancellor to translate OWCE's evolving vision and strategic priorities into an actionable and sustainable organizational strategy and operating model.
- Builds and continuously improves the organizational structures, systems, processes, governance, technology, and practices necessary for OWCE to operate effectively and expand its impact.
- Leads implementation of priority initiatives and ensures new programs and partnership models move from concept to implementation with clear ownership, resources, measures, and plans for sustainability.
- Leads organizational change associated with new strategies, systems, structures, technologies, shared definitions, data practices, and ways of working.
- Builds trusted relationships across IU Indianapolis and coordinates workforce and community engagement initiatives requiring participation from multiple schools, administrative units, and university leaders.
- Convenes cross-functional teams and taskforces, establishes shared objectives, clarifies roles and ownership, facilitates decisions, resolves barriers, and ensures effective follow-through.
- Strengthens pathways for external opportunities to move effectively into and across IU Indianapolis through clear intake, referral, handoff, ownership, escalation, and stewardship practices.
- Serves as a senior OWCE representative on university committees, taskforces, and strategic initiatives.
- Represents IU Indianapolis with employers, community organizations, workforce partners, civic leaders, and other external stakeholders.
- Manages a selected portfolio of employer and community relationships in coordination with the Vice Chancellor and OWCE team.
- Articulates and promotes the university's capabilities and develops mutually beneficial opportunities involving talent, internships, co-ops, applied projects, workforce education and training, research, community engagement, and other university resources.
- Mobilizes internal stakeholders around significant partnership opportunities and ensures clear ownership, coordinated response, and follow-through.
- Serves as a trusted advisor and thought partner to the Vice Chancellor on organizational strategy, implementation, partnerships, personnel, and emerging opportunities.
- Ensures meaningful measures of OWCE performance and impact are established and used to monitor progress and inform decisions.
- Partners with the Vice Chancellor, Finance, university development professionals, and other appropriate leaders to support grant development, fundraising, sponsorships, and resource-development opportunities.
General Responsibilities
- Participates on senior leadership teams to formulate strategic planning and the highest-level operational objectives for project management areas.
- Establishes long-term business plans and long-term strategic objectives.
- Manages projects to ensure on-time completion according to specifications and within budgeted costs.
- Directs leadership staff who provide supervision to project management teams.
- Responsible for escalated operational issues, including human resources and/or people management situations.
- Drives innovation and excellence within the area of project management, reviews and creates policies and procedures.
- Determines overall budget for project management teams; reviews and approves financial proposals from direct reporting leaders; has significant fiscal responsibilities that require frequent interaction with executive leaders.
- Provides expertise and identifies grant and/or funding opportunities; develops business relationships across the university and externally.

EDUCATION
Required- Bachelor's degree in relevant field.
Preferred- Master's degree in business, public administration, higher education, organizational leadership, workforce or economic development or a related field.
WORK EXPERIENCE
Required- 5 years of relevant experience.
- 3 years of management experience.
Preferred- Experience leading organizational change or implementing new operating models in a complex or decentralized organization.
- Experience in workforce development, employer engagement, experiential learning, community engagement, economic development, or related fields.
- Experience developing strategic partnerships with employers, community organizations, government, philanthropy, or higher education.
- Experience using data and performance management to drive organizational decision-making and continuous improvement.
- Experience supporting development or implementation of innovative programs, partnership models, or evidence-informed practices.
- Experience with grant development, fundraising, sponsorship, or external resource development.

Working Conditions / Demands This role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus. Advertised Salary $122,000 - $135,000 based on experience
