About the Role

Complete Building Services supports over 100 facilities in the Washington DC Area. We have an Assistant Project Manager role opening to join one of our large (million+ square foot) facilities right in the heart of Washington DC near Union Station. While this is a secure facility, you do not need a secret clearance. You must be able to complete an Architect of the Capitol background check upon accepting our position. The Assistant Project Manager shall provide assistance and daily coordination for building-related infrastructure and tenant alteration projects, as well as regularly interface both verbally and in writing with Tenants, Tenant Representatives, Property Management, Engineering Staff, construction professionals, and other vendors. The hours for this position are routinely 8:00 am to 4:30 pm Monday through Friday. Must be flexible with time and schedule as needed.

Essential Duties & Responsibilities:

  • Obtain cost estimates and prepare quotes for TWO's and IRO's
  • Assign projects to subcontractors or design professional consultants and subcontractors, as needed, as determined by the Government
  • Coordinate and schedule projects, including pricing, estimating costs, and processing BSR, TWO, or IRO
  • Administer BSR, TWO, and IRO including issuing Contractor purchase orders for subcontractors or design professional consultants and subcontractors as required
  • Provide technical review of projects in advance of submission for AOC Technical Review, to ensure compliance with AOC Standards and to ensure that work fully meets tenant requirements
  • Provide oversight and supervision of all Contractor staff to ensure on-time completion of PM's, BSR's, TWO's, and IRO's
  • Provide on-time Deliverables, to the COR
  • Ensure timely invoice submission of TWO and IRO work efforts
  • Maintain and administer the CMMS
  • Conduct Facility Management Services Quality Control, and inspections and thence coordinate CM repairs as required
  • Maintain professional and effective relationships with the tenants, COR, AOC employees, Security Manager, and Contractor employees
  • Daily, communicate and coordinate with the on-site Security Manager employed by the Security Contractor
  • Ensure all Contractor and subcontractor employees supporting this contract have received the necessary and required training
  • Ensure all Contractor and subcontractor employees supporting this contract have received necessary Government background checks and badging before reporting on-site
  • Ensure all Contractor and subcontractor employees supporting this contract have read and understand the Building Rules and Regulations

Salary: $80,000 to $90,000

You Should Have

The Assistant Project Manager shall possess the following minimum qualifications:
  • Not less than three (3) years of previous experience within the last five (5) years serving in the role of Assistant Project Manager, or Project Manager, at a facility of comparable size, comparable function, with similar infrastructure including (1) chilled water and steam systems; (2) UPS Systems; (3) security surveillance systems; (4) security physical barrier systems; (5) fire alarm and fire suppression life safety systems; (6) generator systems; and (7) building automated controls systems. Demonstrated experience providing facility management and operation and maintenance management is required. Previous experience managing federal or state office buildings is desirable
  • Completion of post-secondary school training in facilities management and supervision, at minimum possess an associate degree in a field related to facility management and operation and maintenance
  • Demonstrated ability to plan, organize and meet project deadlines
  • Demonstrated ability to work on several projects simultaneously and prioritize work as required
  • Demonstrated working technical expertise in engineering and building infrastructure systems
  • Ability to read and understand blueprints
  • Proficiency with word processing, spreadsheet, and project tracking software
  • The Project Manager shall be available for emergency contact via cell phone twenty-four (24) hours a day, seven (7) days a week
  • The Project Manager shall have availability to work flexible hours as required in response to emergencies
  • Demonstrated ability to provide error-free written correspondence (e.g. progress and status reports, notifications, memoranda, executive summaries) in an on-time manner
  • Demonstrated ability to effectively communicate with a positive and cooperative attitude, orally and in writing, to all audiences; prepare and conduct briefings; make public announcements; coordinate and facilitate meetings
  • Demonstrated ability and experience managing and coordinating emergency events involving a multitude of parties including tenants, law enforcement and other officials, and several agencies and organizations
  • Previous experience as Chief Engineer is desirable, but not a requirement
  • Demonstrated experience managing building reconstitution efforts after building closure due to damage or an emergency event
