Job Description

This position is well suited to transportation professionals seeking an opportunity to help the City of Toronto achieve its progressive transportation objectives and prepare for the transportation system of the future.

You must have an understanding of and curiosity about how urban transportation systems work, including multimodality, mobility, transport equity and emerging technologies.

We are seeking qualified and experienced transportation planning professionals to help deliver a variety of transportation/transit planning initiatives, identify strategic multi-modal transportation needs and opportunities associated with growth and development, and develop leading-edge transportation policies for the city of Toronto.

Transportation Planning is a section within the City Planning Division that is comprised of specialized professionals who combine transportation and land-use planning skills and expertise to provide a number of services, including the following:

  • Planning sustainable and interconnected transportation networks to improve people's mobility choices, to create vibrant public spaces and to support economic prosperity, improving the overall quality of life in the City of Toronto.
  • Leading and being champions of the transportation vision in the City's Official Plan, including development of leading-edge policies on major transportation initiatives.
  • Providing evidence-based transportation planning technical analysis and best practices, supported by research and analysis of transportation and travel trends in the City and surrounding regions.
  • Communicating and educating people in a clear and compelling way in undertaking inclusive and transparent engagement and collaboration with stakeholders and the public and providing an important liaison to all related transportation agencies.

To qualify, you must be able to demonstrate skills in data management, technical analysis and communication, and have an understanding of best practices in the transportation planning field.

Major Responsibilities:

The Assistant Transportation Planner will be responsible for, but not limited to, the following:

  • Contributing to the evaluation of a range of transportation policy choices
  • Collecting, managing and analyzing demographic, economic, legal, social, cultural and physical data and information relating to transportation planning
  • Participating in the development and maintenance of data management systems
  • Designing, coordinating and implementing surveys and planning studies
  • Organizing and participating in meetings to exchange information on development proposals, policies under review and other planning issues
  • Responding to requests for information from developers, consultants, staff from other agencies and governments, elected officials and the public
  • Preparing and organizing technical reports, other written materials and managing files
  • Preparing maps, diagrams, charts, tables and other presentation materials using computer programs/applications
  • Assisting in the monitoring of key transportation issues and travel trends city wide or in districts
  • Supporting communication with and consultation of technical stakeholders and the public


Key Qualifications:

Your application must describe your qualifications as they relate to:
  1. Post-Secondary degree or diploma in Planning or Engineering with a focus on transportation issues, or in a professional discipline related to transportation, or the equivalent combination of education and experience.
  2. Experience with the collection, management and analysis of demographic, economic, legal, social, cultural and physical data and information relating to transportation planning.
  3. Experience using corporate computer applications and other computer software such as MSOffice, and GIS software such as ArcGIS.


You must also have:
  • Demonstrated understanding of and interest in urban transportation systems
  • Demonstrated understanding of best practices in the transportation planning field.
  • Familiarity with the Planning Act, the Municipal Class Environmental Assessment process (including Transportation Master Plan process), Transit Project Assessment Process and the development review process.
  • Knowledge of EMME, AIMSUN or other advanced transportation software would be an asset.
  • Familiarity with public consultation and/or community outreach, public meeting organization and participation.
  • Well-developed written and verbal communication skills with the ability to present effectively to a variety of audiences.
  • Ability to interact with staff at various levels, an ability to work in a team environment and the ability to maintain strong internal and external relationships.
  • Good interpersonal and conflict resolution skills and proven track record of developing effective working relationships with a wide range of staff and external stakeholders.
  • Strong judgment and analytical thinking skills.
  • Strong customer service skills, including the ability to respond to public inquiries and concerns related to transportation related issues.
  • Knowledge of the Accessibility for Ontarians with Disabilities Act (AODA), the Occupational Health and Safety Act and other regulations/legislation that apply to the job duties.
