This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
Job Summary :
This position is responsible for managing and reporting MTA's contract awards, close out activities, and the level of MWDBE participation in MTA's federal and state-funded contracts. These reporting requirements are pursuant to federal and state laws and regulations.
Responsibilities:
- Under the direction of M/W/DBE Contract Compliance management, generates accurate and timely semiannual reports to the Federal Transit Administration (FTA) in accordance with 49 CFR Part 26
- Under the direction of M/W/DBE Contract Compliance management, generate accurate and timely Quarterly New York State/Empire State Development Corporation (NYS ESD) reports in accordance with Article 15-A of the New York State Executive Law
- Compile and generate MWBE and DBE financial data reports for presentation to the Diversity Committe e and Capital Program Oversight Committee of the MTA Board
- Generate ad hoc reports and conduct research and research projects in response to requests from IG's Office, NYS Audits, etc., as needed
- Scrutinize data for inconsistencies, errors, or omissions, and in consultation with M/W/DBE Contract Compliance management, advise MTA agencies regarding corrective actions, as appropriate
- Work conjunctively with M/W/DBE Contract Compliance management in the continued development, implementation, and maintenance of computerized MWBE/DBE database.
- Verifies subcontractor's and/or contractor's M/W/DBE certification. Manages the development and organization of contract compliance files.
- Interacts with procurement and contractors to keep current on reporting, changes, and developments.
- Reviews all agency requisition/requirements for goods and services and enters information into the New York State Contract system.
- Develop PowerPoint presentations and Power BI dashboards as directed by M/W/DBE Contract Compliance management.
- Perform other duties and assist when necessary

- May be required to work hours outside regular work hours, as applicable
- Observes the work performed by contractors, as applicable
- Reviews invoices and approves them if the work has contractual standards, as applicable
- Addresses performance issues with the contractor when possible, as applicable
- Escalates issues to other parties when needed, as applicable
Required Knowledge/Skills/Abilities:
- Proficiency in Excel, Word, and PowerPoint.
Required Education and Experience:
- Bachelor's Degree in Arts/Sciences (BA/BS) in Business Management, Accounting, Finance, or Statistics.
- Minimum 3 years of experience in project management and report management, preferably in finance.
- Minimum 3 years of contract compliance-related experience.
The Following is/are preferred:
- Master's degree in Arts/Sciences (MA/MS) in Business Administration .
- Knowledge of and familiarity with the federal and state reporting requirements.
- Understanding of procurement and procurement processing .
- Proven ability in the interpretation of financial data.
- Requires excellent analytical skills and the ability to multitask.
- The incumbent is required to successfully work with all operating agencies, the Business Service Center, and consultants.
- A large amount of underlying data needs to be obtained and synthesized in a fairly short amount of time. This data also needs to be analyzed, and its accuracy needs to be assured prior to preparing reports for submittal to federal and state agencies. This requires the incumbent to be a self-starter, highly organized, and proficient in databases and database management.
- Additionally, the incumbent must effectively, efficiently, and productively manage the generation of the requisite reports.
- Agency-wide and MTA procurement staff and Department of Diversity and Civil Rights staff.

Travel may be required to other MTA locations or other external sites.
