Assistant Labor Relations Administrator (PSA, Opt. 1)

Position Overview:

The Illinois Department of Juvenile Justice (IDJJ) is seeking a motivated candidate to serve as the Assistant Labor Relations Administrator. The incumbent will be under administrative direction performing labor related functions for the Department of Juvenile Justice. The ideal candidate for this role will have previous experience with providing expertise in the development and implementation of labor relations policies and procedures, investigating contractual problems for unions, and serving as an expert level authority on labor relation issues. In this position, the incumbent will provide labor relations advice, and consultation to management regarding discipline, third level grievance processes, and other labor relations issues along with researching, preparing, and providing information to management relative to resolving labor management concerns at all levels. The incumbent will also gather information and prepare packets for third level grievance hearings, prepare third level grievance hearings for pre-arbitration, and track all documents related to the pre-disciplinary packets for the disciplinary process. Essential Functions:

  • Under administrative direction, serves as Assistant Labor Relations Administrator performing labor related functions for the department of Juvenile Justice.
  • As assigned by the Chief, Labor Relations Administrator, confers/discusses/resolves labor relations issues for third level grievance hearing process.
  • In the Chief Labor Relations Administrators absence, and subject to approval of the Chief of Staff, serves as the spokesperson for the Director and the Department of Labor Relations on issues affecting labor relations cases and assignments.
  • Provides training and functional direction to department staff on labor relations matters, e.g., discipline and grievances.
  • As assigned by the Labor Relations Administrator, represents agency in master contract negotiations, supplemental negotiations, MOU negotiations, etc.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.


Minimum Qualifications:

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in labor relations, business, or public administration.
  • Requires three (3) years of administrative experience in labor relations for a public or business organization.


Preferred Qualifications (In Order of Significance):

  • Prefers extensive knowledge of the theories and concepts of collective bargaining.
  • Prefers extensive knowledge of labor statutes, labor policies, and agency programs.
  • Prefers at least two (2) years of experience working in the field of Labor Relations within a public or private setting.
  • Prefers at least two (2) years of experience hearing grievances.
  • Prefers at least two (2) years of experience in a position that negotiated labor agreements.
  • Prefers at least two (2) years of experience communicating and interacting with management representatives of government or private industry.
  • Prefers at least two (2) years of experience working in a human services or correctional agency.


Conditions of Employment:

  • Requires the ability to pass an IDOC/IDJJ background check.
  • Requires ability to pass IDOC/IDJJ drug screen.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
