DutiesHelp
- Serve as a key member in various VISN committees and activities working directly with leadership to develop an HR strategy that closely supports and facilitates meeting local organizational goals.
- Advises leadership and provides responses to proposed legislation, policies, and standards of higher authority regarding human resources issues.
- Advices, communicates, and supports the execution of Human Capital Management (HCM) programs, products, and services into the organization.
- Interprets the national human capital workforce plan and leads the development and implementation of the healthcare system workforce plan.
- Coordinates and collaborates with executives and managers to develop implementation strategies to accomplish goals identified in talent and workforce management plans.
- Develops appropriate techniques, identifies key progress indicators and other metrics, sequences and schedules necessary activities to accomplish action plans.
- Actively participates in facility resources board, providing consultative guidance to facilitate effective resource prioritization and uses outcomes to further inform workforce planning.
- Sets a strategic direction and coordinates the delivery of HCM services in the areas of talent sustainment, talent development, and performance enhancement to specific needs.
- Prescreens candidate applications and resumes for required skills; experience and knowledge to fit position requirements.
- Coordinates with other Strategic Human Resources Business Partners to discuss, prioritize and address succession plan needs.
- Conducts exit interviews, analyzes trends in turnover, separations and grievances to determine support or actions needed to adjust unfavorable trends.
- Addresses and resolves difficult and complex problems that have a direct impact on the Department mission.
- Serves as a consultant, technical advisor, and negotiating team member on issues not previously negotiated and where particularly controversial matters are at stake.
- Provides expert management consultative service involving the full spectrum of HR functions (e.g., recruitment and placement, employee performance, and conduct issues) on highly complex VISN-wide or equivalent issues.
- Assesses the needs and strategic objectives and analyzes trends and priorities for the future, focuses on implementation strategies to accomplish long-term outcomes and annual goals identified in the organization's balanced scorecard and workforce development plan.
- Recruits and hire subordinate staff members in line with merit staffing procedures and equal employment opportunity guidelines.
- Assigns work to staff and provides technical and policy direction to their efforts.
- Develop performance plans.
- Evaluates the work performance of subordinate staff members and recommends appropriate awards to enhance effective performance or acts to deal with inadequate performance, through counseling, training, coaching and other means.
- Performs other duties as assigned.

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/16/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.To qualify for this position at the GS-14 level, you must meet one of the following listed Criteria:Criteria 1-Graduate Degree
and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Demonstrating expertise in Human Capital management; Conducting extensive strategic planning at all levels of the organization; Developing success planning actions aligned with strategic goals; advising Executive Leadership teams at medical centers on high level workforce matters; analyzing and implementing changes in directives, laws, and other regulations.
~OR~Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the next lower grade GS-13 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes:
- Strategic talent acquisition and management (staffing); policy interpretation, application, and implementation
- Collaborate with facility executives and VISN leadership to execute and align human capital goals and priorities
- Provide day-to-day consultation to leadership on a variety of actions to include policy interpretation and application
- Talent management and development, and organizational design consultation; participates in annual budget planning/labor forecasting process with business partners
- Conduct ongoing supply and demand analysis for business partners on current and future staffing and skill needs and designs talent acquisition strategies to meet those needs.
Education:Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
