Full Job Description
The New York City Taxi and Limousine Commission (TLC) is the City agency responsible for regulating for-hire transportation in New York City, including taxis, street hail liveries, high-volume for-hire services such as Uber and Lyft, black cars, luxury limousines, livery vehicles, commuter vans, and paratransit vehicles.

The New York City Taxi & Limousine Commission (TLC) oversees a transportation ecosystem that moves nearly 1 million riders every single day the equivalent of the entire Boston transit system. TLC is the agency responsible for regulating New York City's taxicab and for-hire vehicle industry. With approximately 180,000 licensed drivers, 1,000 businesses, 115,000 vehicles including and the iconic yellow taxi at the heart of our city's identity, TLC is entering a new era of dignity, accountability, and collaboration across the for hire vehicle sector. TLC continues to be on the front lines of a rapidly changing mobility landscape and our innovative efforts--whether requiring minimum pay for app drivers, ensuring wheelchair accessible service, making our licensed fleet more environmentally sustainable, working to eliminate traffic fatalities, or preventing discriminatory service--often serve as a model for other cities.

In this New Era for TLC, the agency is guided by three core priorities:

The Legal Affairs Division is the agency's in-house legal counsel. The division provides legal advice for the various divisions at the TLC. The Division also drafts agency rules, executes agreements, enforces rules and works on litigation with the New York City Law Department.

The selected candidate will report to the General Counsel/Deputy Commissioner for TLC.

Key Responsibilities:
Serve as a legal expert responsible for drafting and negotiating contracts and agreements; managing and overseeing litigation; advising on rulemaking and administrative law matters; ensuring compliance with FOIL; addressing privacy concerns; and managing intellectual property issues. Draft and review legal documents, track and resolve complex legal matters, and review information requests to ensure legal compliance and transparency. Represent the agency at internal and external meetings, develop and deliver high-level presentations, and oversee special legal projects as assigned.

Qualifications

1. Admission to the New York State Bar; and either "2" or "3" below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
