This career executive level position is in the Division of Facilities & Transportation Services, Bureau of Building Management and will be headquartered at 101 E. Wilson Street, Madison, WI 53703.

Position Summary

This Assistant Bureau Director will oversee and direct the Building Project Management and Building Controls section for the Division of Facilities & Transportation Services and its staff. The team is comprised of Project Managers, Information Systems Business- Specialists and Senior, and contract services/ LTEs.

This position develops, reviews, approves, and implements enterprise facilities management construction projects for all DOA Owned facilities statewide; serves as the program manager for the annual maintenance project program and the biennial capital budget program and functions as a project manager for delegated projects.

Oversight of the maintenance project program includes responsibilities for the development, implementation and management of maintenance projects that are necessary to maintain the 4 million square feet in 30 state-owned buildings. This includes documentation of existing building conditions; identification of maintenance needs to keep the facilities operating at appropriate tenant conditions with a focus on energy conservation. Upon budget approval of the projects, this position assists in the implementation and completion of the approved projects which will include performing project management functions.

Additionally, the person in this role will be responsible for the capital budget program for the division which includes development, necessary project budgeting, project submittal and implementation of the capital budget projects for the buildings and power plants managed by the Bureau.

Salary Information

This position is in schedule-range (81-02) with an annual salary between $93,600 and $107,848. A 2 year career executive trial period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

Qualified applicants will have experience in the following :
  1. Budget management and project estimating (e.g. developing a detailed construction budget , reviewing financial transactions, overseeing payments, or similar)
  2. Leading a team and/or supervising employees (e.g., hiring, directing the work of other employees, providing performance goals and standards, scheduling, training, counseling employees, etc.)
  3. Identifying, developing, and managing projects (e.g. construction, remodeling, technical, maintenance, capital improvement, etc.)

In addition, well qualified applicants will have training or experience in the following :
  • Policy development and implementation (e.g. implementing program policies, rules, regulations, or similar)
  • Collaborating with space designers, trades, and managers of large, complex or multiple facilities
  • Project development involving computer programs and applications used for automated building control systems (e.g. Johnson Control Metasys, Tridium\Niagara, Distech, Allen Bradley, Carrier CCN i-VU, or similar)
